Har Sinai-Oheb Shalom Congregation (HSOSC) is the combination of two historic Baltimore Reform synagogues brought together to create a vibrant and meaningful Jewish community for current and future generations. Now entering its sixth year following the merger, the Congregation, has successfully navigated this period of transition and is currently undergoing the search for a permanent settled Rabbi.
HSOSC is a joyful, warm, inclusive and socially conscious congregation that embraces members of diverse backgrounds and experiences. Through a dedicated community engaged congregants, HSOSC supports a wide range of social action, social justice, educational, and lifelong learning initiatives that bring Jewish values to life through the lens of the dynamic modern world. HSOSC’s Congregants actively participate in, and lead, many of these programs in partnership with the Congregation’s professional staff. Located on the Baltimore City/County Line, HSOSC’s campus includes the sanctuary and auditorium, opened in 1960, which provide beautiful and functional gathering spaces. The campus also includes conference rooms, a renovated commercial kitchen, chapel, educational wing, and playground some of which are currently leased to a day school.
HSOSC offers vibrant Friday night and Saturday morning Shabbat services, Torah study on Tuesday and Saturday mornings, a daycare and pre-School, and a religious school that provides Jewish education for children and families. Together these programs foster a welcoming environment where members of all ages can deepen their connection to Judaism, build lasting relationships, and actively participate in congregational life.
Position Summary
HSOSC is seeking an experienced, organized, collaborative leader and manager to act as HSOSC’s executive director and to provide operational, financial, and administrative leadership as outlined in the Key Areas of Responsibility below.
The Executive Director is responsible for the effective management of HSOSC’s building and broader campus; oversight of core operational and administrative functions; management of staff, vendors, and contractors; and implementation of policies and strategic priorities established by synagogue leadership.
As a core member of the leadership team, The Executive Director serves as the Chief Operating Officer, and per the by-laws, reports to the President of the Congregation. The Executive Director collaborates and works in close partnership with the Executive Committee, Senior Rabbi, Cantor, staff, and lay leaders.
Key Areas of Responsibility
Staff Leadership and Human Resources: The Executive Director, as a close professional partner of the Senior Rabbi, supervises, manages, motivates, directs and mentors the HSOSC Staff. The responsibilities include:
· Personnel administration including benefits, compensation, and performance reviews.
· Creating a healthy, collaborative, accountable, and cooperative team culture.
· Providing support and training for staff, as necessary.
· Delegating effectively while providing guidance and hands on assistance as needed.
· Ensuring staff are equipped to manage effectively both day-to-day responsibilities and unexpected challenges.
· Hiring, supervision, evaluation and development of staff (Learning Ladder Staff are administered by the Director of Early Childhood and Youth Education).
· Administering HR policies.
Facility Management: The Executive Director supervises the operation and maintenance of the facilities and the coordination with the school tenant and any successor tenant. The responsibilities include:
· Managing the ongoing preventive maintenance of HSOSC’s facilities and ensuring appropriate oversight of building systems, repairs, and maintenance expenditures.
Partnering with our Security company and community partners to coordinate security protocols.
· Selecting, supervising, and evaluating vendors, contractors, and outsourced service providers with attention to cost‑effectiveness, quality, and long‑term value.
· Coordinating capital improvement projects and the development and implementation of a longer-term strategic building plan in collaboration with a Congregational committee.
· Supervising, together with a Facility Manager, food service, catering options, and the use of the facilities by tenants and other users.
Financial Management: The Executive Director provides oversight of the congregation’s financial operations in partnership with the Bookkeeper, Treasurer, Finance Committee, and an outsourced accounting team. The Executive Director is responsible for overseeing the financial matters of HSOSC. The responsibilities include:
· Overseeing the congregation’s financial operations to ensure accurate financial records, timely reporting, appropriate internal controls, and responsible stewardship of congregational resources.
· Monitoring revenues, expenses, cash flow and budget performance, and identifying financial risks, operational issues, and opportunities for improvement.
· Supporting the timely collection of membership dues, religious school tuition, and other revenue sources.
· Working collaboratively with the Treasurer to develop, administer, and monitor the annual budget.
· Identifying grant opportunities, coordinating grant applications, and overseeing management of grants.
· Supporting fund raising activities in collaboration with other staff and lay leaders.
Membership Engagement and Development: The Executive Director is responsible for creating a positive experience for current and prospective members and supporting HSOSC’s goals of creating, growing, and maintaining a welcoming, engaged, and caring community. The Executive Director works closely with clergy, staff, and lay leaders to strength member relations, ensure effective communication, support membership growth, and advance congregational development efforts. The responsibilities include:
· Overseeing membership administration, including membership intake, maintaining accurate records, managing membership dues and special arrangements, and administering membership concessions in accordance with Congregational policies.
· Building and maintaining welcoming, respectful, and positive relationships with current and prospective members.
· Encouraging and assisting prospective members through engagement and the membership process.
· Building and maintaining respectful and positive relationships with current and prospective congregants.
· Ensuring timely, thoughtful, and appropriate responses to member inquiries or requests from congregants are addressed either directly or through coordination with the appropriate staff member or Congregational leader.
· Supporting initiatives that strengthen member engagement, connection, participation, and overall congregational experience.
· Serving as an active member of the development leadership team in partnership with clergy and lay leaders, contributing to fundraising strategy, donor engagement, stewardship, and relationship building.
Leadership and Support of Lay Leaders: The Executive Director acts as a convener and facilitator, partnering with the President and Rabbi, to provide inspiration and operational leadership to HSOSC, its clergy, Board of Trustees, and lay leadership to establish and achieve the goals of HSOSC. The responsibilities include:
· Nurturing positive and productive relationships with clergy and lay leaders.
· Engaging in leadership development and management support of HSOSC’s lay committees and affiliate organizations.
· Providing information to the clergy, the Executive Committee and Board of Trustees to advance the goals of HSOSC.
Engagement and Programming Management: The Executive Director, in partnership with clergy, staff, and lay leadership supports the development, coordination, communication, and evaluation of programs and experiences that strengthen congregational connection, participation, and Jewish life. The responsibilities include:
· Supporting creation, implementation, and evaluation of Congregational programming that aligns with HSOSC’s missions, values, and strategic priorities.
· Providing leadership and oversight to the Director of Congregational Life in the planning, promotion, execution, and evaluation of the effectiveness of programs and events.
· Oversight of Congregational communications and marketing strategies to effectively share information, promote participation, and enhance the member experience.
· Coordinating the annual Jewish holiday and lifecycle calendar to support a cohesive Congregational life.
· Identifying opportunities to increase engagement, strengthen community connections, and ensure programs effectively meet the evolving needs of HSOSC members.
Desired Qualifications:
Experience:
· 5+ years of experience in managing a complex organizational structure.
· Experience in managing, supervising, and developing a multi-disciplinary team.
· Strong financial literacy and experience with budgeting, reporting, expense management, and operational controls.
· Experience in financial oversight and budget management, preferably with non-profits.
· Familiarity with Jewish holidays and Jewish communal life.
· Understanding of evolving trends within Jewish communal life and the ability to honor and support diverse Jewish practices, traditions, and expressions.
· A 4- year undergraduate degree is required, an advanced degree in business administration or a related area with equivalent experience is preferred.
· Proficiency with Microsoft Office Suite, Google Workspace, and video streaming and conferencing software.

Compensation:
$125,000 – 165,000. The compensation includes funds to enable the Executive Director to participate in HSOSC’s offered benefit programs.
