As a Library Project Manager (Management Analyst), you will play a vital role in shaping our library's future, working under the general direction of a division manager in one or more divisions, including Communications, Human Resources, IT, Outreach, Collections, Programming, Youth Services, and Facilities. While this recruitment may be used for additional areas of library services, we are currently seeking to fill a Project Manager (Management Analyst) position in our Communications Division.
Management Analyst: This is the full journey-level class in the Management Analyst series. Incumbents develop and implement policies and procedures for a variety of projects and programs within an assigned department, including budget, contract, and human resources administration, management analysis, and program evaluation. Incumbents support the work of departmental management staff by conducting day-to-day administrative support activities and by providing a professional-level resource for organizational, fiscal, human resources, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Management Analyst in that the latter is responsible for technical and functional supervision over professional staff and is capable of performing the most complex duties assigned to a County-wide function.
The ideal candidate will possess at least four years of professional experience managing or coordinating projects, programs, operations, or organizational initiatives.
Additionally, possession of a master’s degree from an accredited college or university in business administration, public administration, project management, communications, public relations, or a closely related field is preferred.
Departmental Promotional Only. Only current County of San Mateo employees in the San Mateo County Libraries with at least six months (1040 hours) of continuous service in classified regular, probationary, or extra-help/limited term positions prior to the final filing date may apply.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in the County of San Mateo, California, and applicants must participate at their own expense.
