Why does the job exist?
The purpose of this position is to lead the Air Quality Bureau's (AQB)Planning Section and oversee the development and implementation of air quality plans, regulations, modeling, emissions inventories, and community assistance initiatives. The position provides strategic direction and leadership to the Control Strategies, Modeling and Emissions Inventory, and Community Assistance units to support the Bureau's mission of protecting air quality and public health throughout New Mexico.
How does it get done?
- Oversee the development of science-based, high-quality and technically defensible air quality regulations, air dispersion models, and other work products necessary to fulfill the mission of AQB and NMED, ensuring timeliness of projects and communication of project status.
- Collaborate and coordinate with U.S. Environmental Protections Agency (EPA), Tribal regulatory agencies, and other regulatory agencies, as well as the public, industry, nongovernmental organizations, and others on a regular basis
- Lead the development and presentation of technical testimony in rulemaking activities before the Environmental Improvement Board
- Manage multiple, complex projects simultaneously, completely understanding air quality regulations, technical complexities, and planning requirements
- Lead the development of state regulations to conform with state statute and federal programs
- Oversee outreach and education efforts to increase public and regulated entity knowledge of air quality issues, regulations, and Bureau procedures
- Prioritize and oversee formal comments on federal proposed regulations and environmental impact statements

Minimum Qualification
Bachelor's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Engineering, or Chemistry and six (6) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Infrequent travel (including out of state) will be required to visit industrial sources of air pollution and attend trainings, conferences, or meetings. Must be able to climb stairs and ladders.
