Senior Policy Analyst – Position Description
Strategic Results is seeking an experienced Senior Policy Analyst who provides senior-level acquisition policy research, analysis, development, and advisory support, applying subject matter expertise in applicable Federal and agency-specific acquisition regulations, policies, and requirements to complex policy issues. The Senior Policy Analyst evaluates existing acquisition policies, researches emerging requirements and issues, develops recommendations for new or revised policy, and prepares high-quality policy products that support informed Government decision-making.
The Senior Policy Analyst independently conducts and coordinates complex research and analytical efforts addressing Congressional, Federal, Departmental, and Agency-level policy issues. The position requires the ability to synthesize qualitative and quantitative information, assess the implications and effectiveness of existing policies, identify policy gaps or deficiencies, and translate findings into clear, actionable recommendations.
Key Responsibilities
The Senior Policy Analyst shall:
- Apply subject matter expertise in Federal and agency-specific acquisition regulations to evaluate and address complex acquisition policy issues.
- Research, interpret, and analyze applicable Federal statutes, regulations, Agency and Department policies, and Congressional requirements and initiatives affecting acquisition programs and operations.
- Draft updates and revisions to existing acquisition policies based on regulatory changes, organizational requirements, research findings, and identified policy needs.
- Develop and provide recommendations for new acquisition policies, guidance, procedures, and related policy initiatives.
- Conduct independent research and analysis of complex policy issues and organize findings into clear, supportable recommendations and proposed solutions.
- Coordinate and participate in complex research projects addressing acquisition and related policy matters.
- Conduct independent studies and analyses to evaluate existing or proposed policies and their effects on acquisition programs, processes, organizations, and stakeholders.
- Review, evaluate, and monitor policies to identify their benefits, limitations, gaps, unintended consequences, and operational impacts.
- Assess policy effectiveness and identify opportunities to improve clarity, consistency, compliance, implementation, and alignment with Federal and Agency objectives.
- Gather, analyze, integrate, and report on qualitative and quantitative data to support policy assessments, recommendations, and Government decision-making.
- Identify trends, issues, dependencies, and potential impacts within policy and regulatory information and translate findings into actionable recommendations.
- Develop policy opinions and policy products addressing Congressional, Federal, Departmental, and Agency-level issues.
- Prepare policy briefs, memoranda, full-length reports, analyses, issue papers, recommendations, and other written products that clearly communicate complex policy matters.
- Evaluate proposed policy changes to identify potential operational, organizational, acquisition, and implementation impacts.
- Monitor relevant changes to acquisition regulations, policies, statutes, and guidance and assess their potential implications for Agency acquisition activities.
- Synthesize information from multiple sources into concise, well-supported findings and recommendations appropriate for Government leadership and other stakeholders.
- Coordinate with acquisition professionals, program offices, policy stakeholders, subject matter experts, and Government leadership to obtain information and develop comprehensive policy analyses.
- Present and communicate policy findings, recommendations, risks, and implications to Government stakeholders in a clear and defensible manner.
- Participate in meetings, working groups, policy reviews, and other collaborative activities supporting policy development, evaluation, and implementation.
- Manage multiple research and policy assignments concurrently while maintaining accuracy, analytical rigor, responsiveness, and quality.
Required Qualifications
Education: Bachelor’s degree (BA/BS) or equivalent.
Experience: Six (6) to eight (8) years of relevant professional experience in acquisition policy, Federal acquisition, policy analysis, regulatory analysis, research, contracting, or a related discipline.

- Experience researching and analyzing Congressional, Federal, Departmental, and Agency policy issues.
- Demonstrated ability to independently evaluate complex policy issues and develop practical, well-supported recommendations.
- Experience drafting and revising acquisition policies, guidance, policy briefs, memoranda, reports, and related analytical products.
- Ability to assess existing policies for effectiveness, benefits, deficiencies, impacts, and opportunities for improvement.
- Strong qualitative and quantitative research and analytical skills, including the ability to integrate information from multiple sources.
- Ability to interpret complex statutes, regulations, policies, and guidance and assess their implications for acquisition organizations and programs.
- Ability to translate complex research and regulatory information into clear, concise, actionable policy recommendations for Government decision-makers.
- Strong written and verbal communication skills and demonstrated ability to communicate complex policy matters to technical and non-technical stakeholders.
- Ability to independently manage complex research efforts and multiple policy assignments while maintaining high standards of analytical rigor and quality.
The Senior Policy Analyst will provide the regulatory expertise, research capability, and analytical judgment necessary to help the Government develop, evaluate, and improve acquisition policy. The position supports sound policy decisions by connecting Federal and agency-specific requirements with rigorous analysis of policy effectiveness, operational impacts, and evolving acquisition needs.
