Job Summary
SECOG is seeking a motivated and detail‑oriented Planner I (Project Manager / Grant Writer) to support local government planning and development efforts across a six‑county region in southeastern South Dakota. SECOG offers a strong benefits package including participation in the South Dakota Retirement System (pension-based).
This position works closely with municipalities, counties, development groups, and regional partners to advance infrastructure, rural development, and economic development projects through research, grant writing, project administration, and technical assistance.
Key Responsibilities
- Advise local governments and development organizations on infrastructure funding options, project alternatives, and implementation strategies
- Prepare grant and loan applications for rural, infrastructure, and economic development programs
- Complete construction drawdowns and manage project funding requests
- Administer contracts and provide administrative support for community development projects
- Complete environmental reviews and basic compliance documentation
- Conduct research on rural and economic development issues and state/federal programs
- Monitor state and federal programs for impacts on local governments and regional development
- Prepare written reports and technical documentation
- Present reports and project updates to the SECOG Executive Board and other public or technical audiences
- Provide on‑site technical assistance to communities and regional partners
- Coordinate the Metropolitan Planning Organization’s boards and activities

Work Conditions
- Travel within the SECOG region is required
- Occasional long‑distance travel
- Frequent evening meetings
Minimum Qualifications
- Bachelor’s degree in business, planning, architecture, construction management, or a related field
- A master’s degree or at least three (3) years of professional‑level planning or related experience is preferred
- Valid driver’s license required
