POSITION DESCRIPTION
Maintains and enhances the FTDC Human Resources Division by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Ensures that hires, evaluations, promotions, raises, disciplinary actions, and terminations are carried out properly, strictly adhering to the FTDC policies, legal, and ethical standards.
DUTIES & RESPONSIBILITIES
1. Updating job requirements and job descriptions for all positions.
2. Establishing a recruiting, testing, and interviewing program, including counseling management personnel on candidate selection and ascertaining applicant’s qualifications by conducting background investigations when appropriate and or required.
3. Establishing and conducting orientation and training to familiarize all personnel with the FTDC policies, procedures, and facilities; and conducting and analyzing exit interviews, and recommending changes.
4. Maintains a pay/compensation plan by conducting periodic pay surveys, recommending planning and implementing pay structure revisions.
5. Maintains a benefit plan by studying employee requirements and trends and developments in benefits offered by other organizations and analyzing benefit options and predicting future costs.
6. Initiating new hire benefits, recording changes, and establishing and maintain working relationships with benefit providers.
7. Training managers to coach and discipline employees and advising employees and supervisors on interpretation of the FTDC’s personnel policies and answering questions on FTDC policies & procedures.
8. Monitoring personnel and disciplinary actions in progress and assure proper procedures, thoroughness of documentation and proper considerations of merit are complete and, as directed, conduct investigations of complaints and concerns.
9. Advising management, supervisors, and the Board of Directors on needed personnel actions.
10. Establishing controls relating to record keeping of personnel documents of the FTDC and maintaining the confidentiality, security, and physical safety of data on employees and officials of the FTDC.
11. Prepares a monthly human resource report by collecting, analyzing, and summarizing staff information and trends.
12. Initiating and directing training programs, and in-service for new and current employees.
13. Demonstrate continuous initiatives for improvement of department operations.
14. Works with supervisors to ensure that paper work is completed for reporting accidents and injuries, submitting workers’ compensation claims in a timely fashion, and ensuring any applicable safety training requirements are being met.
15. Formulate, recommend, interpret, and implement rules, policies, and procedures relating to the FTDC's Personnel Policies and other human resource documents and procedures.
16. Represent Human Resources with community groups and other governmental agencies.
17. Other duties or responsibilities as assigned by the supervisor.
QUALIFICATION REQUIREMENTS
1. A Bachelor’s degree with emphasis in management or Human Resources or equivalent experience.
2. Minimum of five years of midlevel or higher management experience is required.
3. Must pass a criminal background check.
4. Must pass pre-employment and on-going random drug and alcohol testing.
5. Society for Human Resource Management (SHRM) certification or any combination of related education and/or experience will be considered if the candidate possesses the demonstrated ability.
6. Tribal Experience is a preferred.

8. Must have the ability to work with people from diverse cultures, ethnic backgrounds, possess a basic knowledge of Native American communities and always maintains cultural sensitivity.
9. Must abide by FTDC Personnel Policies and Procedures.
WORK ENVIRONMENT
While performing the duties of this job, the employee is: Frequently sitting and standing; occasionally walking, bending/stooping, reaching above shoulder level, crouching down, kneeling and may push/pull; carry or lift thirty-five (35) pounds of supplies. The position requires constant sitting, extensive close work (eyestrain) and extensive PC monitor work. Pay: $42.65 - $46.17 per hour
