EMPLOYMENT STATUS: Full-time
Primary Objective of Position
To manage and direct the operations of the municipal on and off-sale operations. Under the City Administrator, responsibilities include supervising liquor store personnel, purchasing, pricing, advertising and marketing, stocking, janitorial and maintenance, etc, and compliance with all applicable laws and ordinances in the sale of beverages, food, incidentals, and gaming activities, and including the occasional duties of bartender, cashier, janitor and general maintenance.
Essential Functions of the Position
· Maintains flexible hours to oversee and maintain awareness of day, night and weekend operations.
· Monitors and price the sales of beverages, food, and incidentals for profit and able to make recommendations to the City Administrator and Council on how to increase profits.
· Handles the gaming activities such as Bingo and slot machines, to include but not be limited to; conducting machine drops and investigating and reporting machine issues or any other deposit or pay-out discrepancies.
· Oversee the marketing, advertising, and promotions, and events, which includes but is not limited to; managing the liquor store’s social media platforms; hosting events; and offering promotions.
· Exhibits exceptional customer relations, including but not limited to training employees on exhibiting exceptional guest service.
· Supervises personnel, to include but not be limited to: scheduling, conducting performance evaluations, discipline, and the handling of problem employees.
· Interviews and makes recommendations on the hiring and firing of employees in conjunction with the City Administrator and City Council.
· Trains employees on current practices and products in the food and beverage industry; employee safety; and on the selling or serving of liquor to customers.
· Exhibits sound fiscal and money management, to include but not be limited to: making daily deposits and reconciling, on a daily basis, the cash and credit sales to the deposits.
· Overseeing the necessary inventory counts.
· Oversees the purchasing and delivery of product into both stores.
· Monitors for theft and fraud protection.
· Provides for the proper management of facilities to include, but not be limited conducting general maintenance and ensuring both stores are clean and sanitary.
· Assists the City Administrator in preparing the liquor store budget and long term capital needs for both stores.
· Fills in as a bartender and/or liquor store clerk, as needed, to ensure both stores are operating at maximum efficiency and profits.

- Handles difficult public contact situations.
- Attends city council meetings and workshops, as needed
- Maintains effective working relationships with other employees and the public.
- Adheres to safety rules and procedures, work rules, and city policies.
- Performs other duties and responsibilities as apparent or assigned.
Examples of Performance Criteria
· Ability to keep an eye for profitability and to produce revenue for the City of Mahnomen.
· Knowledge of City Code, ordinances, resolutions and policies.
· Knowledge of laws, rules and regulations affecting the operation of a municipal liquor store, food sales, and general liquor liability.
· Ability to maintain accurate and complete records and files.
· Have strong customer service skills and the ability to communicate effectively both orally and in writing with City staff, elected officials and the public.
· Ability to prioritize work, research and solve problems.
· Ability to clearly read, write and understand English.
· Ability to represent the City in a professional, courteous and efficient manner.
· Skill in operating office equipment including computers.
· Ability to account for, without errors, and handle money.
· Ability to prioritize City needs and to coordinate operations and services.
· Ability to handle public contact with friendliness, responsiveness and tact.
· Must be detail oriented, adaptable, flexible and a quick learner.
Minimum Qualifications
· High school diploma or equivalent.
· Must be able to be bondable.
· Must be able to obtain a gaming license.
· Minimum 1 year in the beverage industry in a management, assistant, or lead capacity.
· Minimum 1 year supervising employees.
· Experience with budgets, finances, ordering, and inventory controls.
· Experience with a POS system and ability to work with computers and applicable software applications.
· Excellent customer relations and must work well with others and can positively represent the City of Mahnomen with the public.
· Must obtain food manager certificate
Desirable Qualifications
· 5 years of experience in the beverage industry.
· Experience with bar and restaurant computer software systems, including security systems.
· 5 years of experience supervising staff.
· A demonstrated background of maximizing profits in the food and beverage industry.
Supervision of Others
- All liquor store staff and facilities.
Pay: $25.04 - $32.55 per hour
