Salary (DOE): $130k-$180k
Requirements: 10+ years of Civil Estimating experience. Work with Roadway, Residential, Commercial and Municipal sitework projects.
Position Overview:
The Director of Preconstruction will lead and grow the preconstruction function for heavy civil and site development projects, providing strategic direction, estimating expertise, and client-facing leadership. This role is responsible for developing accurate, competitive estimates, driving business development efforts, mentoring preconstruction staff, and coordinating with operations to optimize constructability, cost, and schedule for roadway, earthwork, grading, and site development work.
Key Responsibilities:

Lead and manage the preconstruction team, including estimators, takeoff specialists, and discipline leads; recruit, mentor, and develop talent to build a high-performing group.

Develop, review, and approve detailed estimates, budgets, and scopes for heavy civil, roadway, site development, earthwork, grading and related construction projects.

Collaborate with business development and senior leadership to pursue strategic opportunities, prepare proposals, and present technical and commercial solutions to clients and stakeholders.

Drive constructability reviews and coordination with operations, project management, and design teams to identify cost-saving measures, value engineering opportunities, scheduling impacts, and risk mitigation strategies.

Establish and maintain standardized estimating processes, templates, and historical databases to improve accuracy and efficiency of cost models and bids.

Manage subcontractor and supplier qualifications, solicitations, and pricing strategies; build and maintain strong relationships with key trade partners.

Analyze bid/no-bid decisions, prepare bid strategies, estimate contingencies, and present recommendations to executive leadership.

Ensure compliance with contract requirements, regulatory standards, and company safety and quality expectations during preconstruction activities.

Represent the company in client meetings, public agencies, and industry events; support permitting, entitlement, and constructability discussions as needed.

Monitor market trends, material and labor pricing, and competitive dynamics to inform estimating assumptions and business strategy.
Qualifications:

Bachelors degree in Construction Management, Civil Engineering, or related field; advanced degree or professional certification (e.g., CCM, PE) preferred.

Minimum 10+ years of progressive preconstruction and estimating experience in heavy civil, roadway, and site development projects, including leadership responsibility.

Proven experience preparing estimates for earthwork, grading, utilities, paving, and related heavy civil scopes with strong quantity takeoff and unit-rate development skills.

Demonstrated success in business development, proposal leadership, and client relationship-building in public and private sector markets.

Strong knowledge of construction methods, constructability, scheduling, cost control, and risk management practices.

Proficiency with estimating and takeoff software (e.g., HCSS, HeavyBid, Sage Estimating, Bluebeam, Trimble), Microsoft Office, and familiarity with BIM/3D modeling is a plus.

Excellent leadership, communication, negotiation, and presentation skills; comfortable interfacing with executive leadership, clients, and field teams.

Track record of developing estimating processes, historical databases, and standardizing practices to improve bid accuracy and efficiency.

Ability to travel to job sites, client offices, and regional meetings as required; valid drivers license.
