Role:
APV is seeking a dynamic HR Specialist supporting the (Pathways Program) at Department of Homeland Security (DHS) with demonstrated experience in a Federal Government capacity and Delegated Examining Unit experience.
Duties:
· Advising Hiring Managers in the areas of federal HR laws, policies, and procedures directly related to recruitment and hiring authorities, hiring flexibilities, staffing and placement programs, and recruitment and examining requirements.
· Drafting job opportunity announcements, performing qualification determination, onboarding, issuing tentative job offers & final job offers, and coding personnel actions.
· Personnel Systems (USA Staffing (like systems i.e., Monster) FHR Navigator, eOPF, etc.
· Assist with making changes and aiding managers by offering strategy, options and technical expertise concerning Federal rules, regulations and procedures for recruitment and fill vacancies, and maintain effective communication with managers to obtain hiring plan information, complete job analyses, develop knowledge, skills, and abilities, selective placement factors, specialized experience, assessment, or job
questionnaires.
· Assist in providing recommendations for customers’ HR requests – e.g. veterans, Pass Over, use of hiring incentives, etc.
· Assist in developing vacancy announcements using appropriate regulations and guides, e.g., USA Staffing Templates, Office of Personnel Management (OPM) and Excepted Service Qualification Standards. In addition, draft hiring waivers and crediting plans and prepare job opportunity bulletins.
· Assist with Design and conduct comprehensive studies or projects as directed by OCHCO leadership as it relates to HR.
· Assist with research and evaluating complex agency projects related to HR.
· Assist OCHCO in developing and refining human capital policies and procedures to ensure they meet Department-wide and component-specific requirements.
· Assist with research tasks related to DHS HR business processes, federal human capital, and cybersecurity industry employment practices.
· Assist with recommendations to ensure effective implementation or adoption and assist with addressing specific issues at the request of OCHCO in response to OGC identified technical human capital analyses of statute, regulation, and/or policy to highlight areas of potential legal concern.
· Identify and recommend appropriate recruitment sources (e.g., universities, career fairs, groups, community partners and professional organizations and associations) to include, but not limited to, underserved and socio-economically disadvantaged groups, that would promote program and upcoming cohort announcements.
· Provide updated lists of links to web sites that contain information about accredited higher education institutions, professional licensing, credentialing, and certification organizations
· Develop micro-targeted recruitment, outreach, and retention strategy that is beneficial to support core, technical, and experiential learning objectives for each cohort. Evaluate ways DHS can improve current employee experience to improve retention, employee satisfaction, and productivity.
· Prepare and distribute recruitment materials. Upon request, provide necessary recruitment materials to supplement their recruitment efforts and to target local recruitment sources (as needed). Items may include:
o Promotional materials, approved flyers or brochures, posters, banners, tablecloths, tabletop pop-up displays, and/or portable recruitment displays.
o Centrally maintain these recruitment materials and coordinate deployment, as required.
o Coordinate photo/video shoots as needed to update recruitment marketing and advertising creatives.
o Develop supporting content to inform candidates of the various stages/steps in the program’s hiring process (e.g., create flyers, handouts, tutorial videos, certificate of program completion, etc.).
o Use technology to support ease of marketing and advertising to include, but not limited to, developing QR codes and designing student programs website.
· Assist with developing retention strategies for student hiring initiatives, to include, but not limited to, developing mentoring program execution (e.g., mentor matching, mentoring activities, form development).
Education:
· BS degree in Human Resources or Business Administration or equivalent degree w/ 7 years of experience or master’s degree and 5 years of experience
Required Skills:
· Experience with federal programs, federal HR laws, policies and procedures. (DHS knowledge a plus)
· Demonstrated knowledge of Delegated Examining Unit (DEU) practices as they relate to Pathways hiring.
· Exposure to job opportunity announcements, qualifications, regulations and postings ie. USA Staffing
· Ability to assist with HR projects, implementation of human capital policies and procedures
· Develop recruitment strategies, retention policies and identify hiring initiatives ie. Mentorships
· Provide recruitment resources at career fairs, universities, community groups and professional organizations
· Active DHS Public Trust Clearance
