Summary: Provide strategic leadership and technical oversight for the Town of Berthoud's water and wastewater engineering function. The Engineering Manager directly supervises engineering staff, manages capital improvement programs, and supports long-range planning and departmental leadership. This role is positioned as a key member of the utility's senior leadership team and is integral to supporting the Director of Water Utilities and the long-term growth and performance of the department.
Essential Duties and Responsibilities:
- Lead planning, design coordination, and construction administration for water and wastewater capital improvement projects from concept through closeout
- Manage the Town's Capital Improvement Plan (CIP) including budget development, tracking, and reporting across water and wastewater systems
- Contribute to master planning efforts to ensure long-term system capacity, reliability, and regulatory compliance
- Oversee development review efforts including evaluation of plans, utility extension requests, and coordination with developers, consultants, and internal staff
- Coordinate with CDPHE, EPA, Northern Water, and other regulatory agencies on permitting, compliance, and emerging regulatory requirements
- Serve as primary liaison between engineering and operations, providing technical support for process troubleshooting, system evaluations, and field problem solving
- Act as the Town's representative at regional planning forums with stakeholder groups
- Directly supervise engineering staff including project engineers and engineering technicians providing mentorship, direction, and performance oversight
- Promotes integration of emerging technologies including GIS workflows, asset management systems, digital maintenance tracking, and AI-assisted tools to improve operational efficiency
- Prepare and deliver technical presentations and reports for the Town Board, Town Administration, and the public
- Assist the Director of Water Utilities with long-range planning, budgeting, and departmental administration; act in a leadership capacity in the Director's absence
- Perform other duties as assigned
Other Duties and Responsibilities:
- Participate in Town-wide initiatives, emergency operations, and special projects as needed
- Support recruitment, onboarding, and professional development of engineering department staff
- Facilitates contract operator relationships through regular coordination and performance alignment
- Assist in maintaining project records and documentation for compliance and tracking purposes
- Stay current with industry trends, regulatory changes, and innovative approaches to water and wastewater utility management
- Serve as a technical resource and point of contact for developers, consultants, contractors, and the public on engineering and utility matters
- Support cross-functional coordination between engineering, operations, and development services
Knowledge, Skills, and Abilities:
- Comprehensive knowledge of water and wastewater systems including treatment, distribution, collection, and related infrastructure
- Proven ability to bridge engineering and operations — understanding both the technical and field dimensions of utility management
- Strong project management skills with demonstrated ability to lead complex capital improvement programs
- Knowledge of applicable state and federal water and wastewater regulations including CDPHE and EPA requirements
- Demonstrated supervisory and mentorship skills with ability to develop and lead a high performing team
- Proficiency in GIS, asset management systems, and emerging technology tools
- Strong written and verbal communication skills including ability to present technical information to non-technical audiences
- Ability to manage multiple priorities and adapt in a dynamic municipal utility environment Strong organizational, communication, and technical writing skills
Education/Experience and Licenses:
- Bachelor of Science degree in Civil, Environmental, or related engineering field from an ABET-accredited program
- 7-10 years of relevant engineering experience
- Minimum 3 years of supervisory or team leadership experience required
- Professional Engineer (PE) license in the State of Colorado required
- Valid Colorado driver’s license
