Lead Strategic Procurement for The Little City
Are you a procurement professional who thrives on building smart purchasing strategies, delivering value, and leading high-performing teams? The City of Falls Church is seeking an experienced Purchasing Agent to modernize and lead our citywide procurement program.
This is more than a purchasing role. It is an opportunity to serve as the City's chief procurement strategist, helping departments secure the goods and services they need while ensuring compliance, transparency, innovation, and fiscal stewardship.

As Purchasing Agent, you'll work directly with department leaders, City management, vendors, and elected officials to shape procurement practices that support critical public services.
Responsibilities:
- Lead and mentor a team of procurement staff, fostering a culture of accountability, customer service, and continuous improvement.
- Develop and implement citywide procurement strategies that drive cost savings, efficiency, and innovation.
- Advise City leadership on procurement planning, sourcing strategies, market conditions, and regulatory changes.
- Oversee competitive solicitations, including Invitations for Bid (IFBs), Requests for Proposals (RFPs), contract negotiations, and award recommendations.
- Ensure compliance with the Virginia Public Procurement Act (VPPA) and City ordinances.
- Build strong partnerships with vendors, contractors, local businesses, and regional procurement organizations.
- Manage contracts throughout their lifecycle, including renewals, amendments, and closeouts.
- Develop procurement policies, procedures, training programs, and resources that support departments across the organization.
- Present procurement recommendations and reports to City leadership and City Council.
What We're Looking For
The ideal candidate is a strategic thinker, trusted advisor, and collaborative leader who combines technical procurement expertise with exceptional relationship-building skills.
Required Qualifications
- Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Procurement, or a related field.
- Five years of progressively responsible procurement experience, preferably in government procurement.
- Strong knowledge of procurement principles, contract administration, and competitive sourcing practices.
Preferred Qualifications
- Master's degree in a related field.
- Experience with cooperative purchasing programs such as Sourcewell, NASPO ValuePoint, or similar organizations.
- Familiarity with the Virginia Public Procurement Act (VPPA).
- Professional certifications such as:
- Virginia Contracting Officer (VCO)
- Certified Public Procurement Officer (CPPO)
- Certified Professional Public Buyer (CPPB)

Salary and Benefits: $108,980 - $158,770 depending on qualifications. Hours: 40 hours per week, Monday through Friday, with flexibility during core business hours (8:30 a.m. to 5 p.m.).
