373 Financial Analyst
Location- Dahlgren, VA/NSWCDD-Main Gate office (onsite meetings as needed)
Clearance Secret required
Education/Professional Certifications:
- A Bachelor’s degree from an accredited college or university; or
- Eight (5) years demonstrated experience analyzing program budgets.
Tasking:
- Facilitate budget development and submittal in NEPS system.
- Revise financial planning documentation as needed and submit them to the NEPS system.
- Track NWAs/Government charge codes and financial expenditures against those codes.
- Interface with NSWCDD personnel funded by Nulka Program to monitor status of commitments, obligations and expenses, and ensure they are in accordance with the program’s budget and financial benchmarks.
- Manage gov’t planned labor & non-labor in comparison to actual costs, initiate funding to gov’t and contractor agencies for services & materials, coordinate with BFM for fiscal year close-out and startup.
- Monitor status of commitments, obligations, and expenses and ensures budget categories are executed according to plan.
- Develop and present summary reports, conduct trend analysis, and develop budget projections and spend plans.
- Research, evaluate and analyze data to make sound business recommendations to Nulka project management as required.
- Provide weekly and monthly deliverables, as well as periodic deliverables such as financial slides to support division briefs, sponsor reports, and weekly execution reports as required.
- Interface with COR and BFM for appropriate programmatic actions such as incremental funding requests, coordination of acceptance of RE/DC funds, de-obligation of funds, etc.
- Interface with NSWCDD organizations funded by Nulka Program to monitor status of commitments, obligations, and expenses.
- Support Project Lead by generating or revising weekly status reports as needed, and generating or revising project related briefings as needed.
- Support Project Lead by generating or revising monthly project reports and presentations such as the Risk Review Board (RRB) briefings, and the Project Execution OQE Review (PEXOR) briefings.
- Support Project Lead by updating and/or revising the Project List & Technical Excellence Metrics (PTEM) Tool, as well as aiding in responding to administrative data calls as needed.
Specialized Experience:
- Demonstrated ability to analyze current and past financial data and performance.
- Demonstrated ability to prepare reports and projections based on this analysis.
- Demonstrated ability to identify trends in financial performance and providing recommendations for improvement.
- Demonstrated ability to identify financial status by comparing and analyzing actual results with plans and forecasts.
- Demonstrated ability to reconcile transactions by comparing and correcting data.
- Demonstrated experience using advanced Microsoft Excel functions to produce graphs, charts, and pivot tables
