General Description: The Assistant Director of Finance serves as the deputy to the Director of Finance, overseeing the operations of the Finance Department. Collaborates with the Director of Finance on financial planning, budgeting, procurement, and other municipal financial activities in compliance with all relevant laws and regulations. Aids in managing personnel affairs to ensure the administrative and operational efficiency of the Finance Department. Handles special reports, projects, and problem-solving tasks assigned by the Director of Finance. Assists in the supervision of all employees in the Finance Department.
ESSENTIAL DUTIES & RESPONSIBILITIES
Responsible for preparation of external financial statements under generally accepted accounting principles. This could range from doing the conversion of cash basis statements to GAAP, or assisting the accounting firm doing the conversion.
In conjunction with the preparation of GAAP financial statements, maintains accounting of city owned assets and related depreciation schedules.
Works with Mayor and department heads on their operating and capital budgets.
Assists Finance Director with the Annual Tax Budget, Appropriation and amended Appropriation measures.
Assists the Director of Finance in developing and administering fiscal policies and procedures of the City to ensure compliance with pertinent federal, state, and local regulations, as well as to align them with administrative and operational goals of the City.
Works with and assists auditors with the state required audit.
Examines city financial reports and data for accuracy. Recommends adjustments when necessary.
Assists in the management of the city’s cash and investments. Assists in the oversight of depository agreements and collateral in accordance with the Ohio Revised Code.
Assists in the management and purchasing of legal investments that will maximize return and minimize risk. Monitors and records investment transactions by Finance Director, and posts interest earnings

Produces or supervises the monthly treasury/payroll reconciliation and production of daily, weekly, monthly and yearly financial reports.
Reviews open purchase orders on a monthly basis for the recording and liquidation of encumbrances.
Assist in the supervision of Finance Department staff to process work in a timely and efficient manner; resolves work and data processing problems and assists the staff when and where necessary to maintain the flow of work.
Assists in training and evaluating Finance Department personnel.
Works with the Finance Director in maintaining the Finance Department’s data processing system.
Prepares special reports as requested by the Finance Director.
Assists with the administration of the City Income Tax Department when necessary.
Substitutes for the Finance Director at meetings when necessary.
Performs other duties as assigned by the Finance Director.

DESIRED MINIMUM QUALIFICATION
Bachelor’s degree with a major in accounting/finance, or related field preferred or Three (3) years of municipal accounting experience may be substituted for a major in accounting/finance.
Training and familiarity of municipal accounting and applicable Ohio Revised Code requirements.
Proficient in typing, computer applications, and operating office equipment, including copiers, and phones.
Knowledge of advanced computer applications used within the Finance Department.
Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.
Integrity, sense of responsibility, independent judgment.
Ability to solve problems.
Ability to communicate effectively, both verbally and in writing.
