Position Information
The Maintenance Operations Manager provides leadership and oversight for key district maintenance programs, ensuring effective planning, coordination, and pavement preservation . This position is responsible for managing roadway material budgets, maintenance contracts, and the procurement and distribution of materials that support district-wide maintenance activities. The role leads roadway data collection and analysis efforts to support pavement management, asset preservation, and informed decision-making. Additionally, the position collaborates with District Maintenance, Area Offices, and Maintenance Sections to develop and manage both one-year and four-year maintenance plans, aligning resources, priorities, and investment strategies to support the long-term performance and reliability of the transportation system.
Salary Grade/Plan:
B27 - $84,182 - $142,374 (yearly)

Position Description
The Maintenance Operations Manager provides leadership and oversight for key district maintenance programs, ensuring effective planning, coordination, and pavement preservation . The role leads roadway data collection and analysis efforts to support pavement management, asset preservation, and informed decision-making. Additionally, the position collaborates with District Maintenance, Area Offices, and Maintenance Sections to develop and manage both one-year and four-year maintenance plans, aligning resources, priorities, and investment strategies to support the long-term performance and reliability of the transportation system.
Essential Duties:
Coordinates and monitors maintenance contracts.
Develops and monitors 1- and 4-year maintenance budgets.
Evaluates road conditions.
Makes recommendations concerning maintenance contracts, service agreements and project procedures.
Monitors budget and recommends approval of material requisitions
Prepares specifications for special maintenance contracts.

Provides technical expertise and coordination for maintenance operations including prioritizing projects, monitoring
correspondence and writing memorandums and reports. -
Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.

Manages the pavement data collection program.

Trains other employees in various aspects of maintenance programs.

Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
-
5 YEARS in transportation maintenance project administration, or related transportation experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Must have 3 YEARS supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
Subject to environmental conditions; protection from weather but not temperature changes
Subject to inside and outside environmental conditions
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Standing-prolonged periods of time
Walking-moving on foot to accomplish tasks: long distance/from one work site to another
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
