Position Summary
The Human Resources Manager is responsible for developing, implementing, and maintaining effective human resource practices that support the agency’s mission, employees, and operational goals. This position serves as a key resource for employees and leadership by overseeing recruitment, onboarding, employee relations, compliance, training, performance management, benefits coordination, and HR documentation.
The ideal candidate will have experience supporting healthcare, behavioral health, or human services organizations and understand the importance of maintaining compliance with employment regulations, credentialing requirements, confidentiality standards, and organizational policies.
Essential Responsibilities:
Recruitment & Hiring
- Manage the full recruitment process, including job postings, candidate screening, interviews, reference checks, and hiring recommendations.
- Develop recruitment strategies to attract qualified clinical, administrative, and support professionals.
- Maintain applicant tracking systems and ensure timely communication with candidates.
- Coordinate background checks, employment verifications, credentialing requirements, and onboarding activities.
- Support leadership with workforce planning and staffing needs.
Employee Onboarding & Offboarding
- Facilitate new employee onboarding, including completion of employment paperwork, policies, training requirements, and orientation.
- Ensure employees complete required compliance training, certifications, and agency-specific requirements.
- Maintain accurate personnel files and employment records.
- Coordinate employee separation processes, exit interviews, and return of agency property.
Employee Relations & Performance Management
- Serve as a trusted resource for employees and management regarding workplace concerns, policies, and procedures.
- Assist supervisors with performance evaluations, corrective actions, coaching plans, and disciplinary documentation.
- Promote a positive workplace culture focused on accountability, communication, and employee engagement.
- Support conflict resolution and workplace investigations when needed.
- Ensure consistent application of agency policies and procedures.
HR Compliance & Documentation
- Maintain compliance with federal, state, and local employment laws and regulations.
- Ensure employee files meet agency, payer, audit, and regulatory requirements.
- Maintain records related to licenses, certifications, training, CPR, background checks, and required screenings.
- Support compliance with healthcare workforce requirements and confidentiality regulations.
- Assist with preparation for internal and external audits.
Payroll & Benefits Support
- Collaborate with payroll to ensure accurate employee information, status changes, deductions, and timekeeping records.
- Assist employees with benefits enrollment, questions, and changes.
- Review attendance, leave requests, and employment status updates.
- Support payroll-related documentation and reporting.
Training & Professional Development
- Coordinate employee training programs, orientations, and continuing education opportunities.
- Track completion of orientations and mandatory training requirements.
- Identify opportunities to improve employee performance, retention, and professional growth.
- Support leadership development initiatives.
HR Reporting & Administrative Support
- Generate HR reports related to staffing, turnover, attendance, training compliance, and workforce trends.
- Maintain HR systems and databases.
- Provide leadership with recommendations related to workforce needs and employee engagement.
- Assist with development and revision of HR policies and procedures.
Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related fields.
- Minimum of 2–5 years of Human Resources experience.
- Experience working in healthcare, behavioral health, nonprofit, or human services settings.
- Strong knowledge of employment laws, HR best practices, and employee relations.
- Strong organizational skills with the ability to manage multiple priorities.
- Excellent written and verbal communication skills.
- Ability to maintain confidentiality and handle sensitive employee information.
- Proficiency with Google, Microsoft Office Suite and HRIS systems.
Preferred Qualifications
- Experience supporting licensed healthcare professionals.
- Knowledge of behavioral health workforce requirements.
- Experience with credentialing, compliance tracking, and regulatory audits.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
- Experience developing policies, procedures, and employee handbooks.

Position Impact
The Human Resources Coordinator/Manager plays a critical role in strengthening agency operations by ensuring the organization attracts, supports, develops, and retains qualified employees. Pay: $30.00 - $35.00 per hour
