DRPT is seeking a Grants Management Contractor and Implementation Specialist to provide guidance and hands-on support in the design and implementation of grant management systems and business processes, industry best practices and software solutions.

Provide strong expertise and guidance in order to support DRPT in implementing a pilot Grant Management platform with the aim of migrating all grant activity into the new platform early next calendar year

Serve as a subject matter expert in grant management practices and federal uniform guidance standards.

Work with dedicated SMEs to assess current work processes as it relates to the entire grant life cycle and illustrate how to best integrate those processes into the software platform

Develop and implement processes within grants management software.

Assess and advise the agency on common/best practices and identify operation efficiencies as it relates to grant applications, review and contract agreements.

Assess and advise the agency on common/best practices as it relates to paying grantee invoices (claims), grant accounting and reporting and how to best capture these practices using software platforms

Assess and advise the agency on monitoring grant expenditures (including identifying inactivity), and the grant close-out/de-programming process.

Work closely with DRPT staff and system vendors to improve workflows and processes.

Develop materials to support system changes, policy and procedures changes, training, etc. (including developing process workflow diagrams and field dictionaries)

Document all decision points and obtain approvals

Update and/or provide oversight with developing policies and procedures on revised workflows.

Provide weekly status updates and communicate issues and/or risks identified.
