The National PCA Hub is an initiative designed to strengthen collaboration and resource sharing for the collective benefit of all Health Centers and Primary Care Associations (PCA) across the nation, representing the most comprehensive, trusted, and enduring technical assistance (TA) infrastructure supporting the Health Center Program.
POSITION ROLE
The Performance Manager/Evaluator leads the design, implementation, and continuous refinement of the performance measurement and evaluation framework for the Operational Excellence NTAP Cooperative Agreement. This role ensures rigorous tracking of all objective targets, including financial sustainability, staffing and utilization metrics, workflow optimization indicators, and HIT modernization outcomes. The Performance Manager is responsible for developing and executing a comprehensive evaluation plan aligned with the NTAP Project Work Plan, HRSA reporting expectations, and quartile-based performance improvement requirements. This role collaborates closely with the Project Director, TA Director, Program Managers, Communications & Engagement Manager, and TA Subject Matter Experts to ensure data-driven decision-making informs technical assistance design and refinement.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Track cohort quartile advancement and financial performance metrics.

Manage bi-annual data collection and analysis.

Develop dashboards and analytic tools.

Conduct pre/post TA evaluations.

Prepare NCC progress reports and final reports.

Ensure data integrity and compliance with HRSA data use agreements.
SKILLS AND KNOWLEDGE REQUIREMENTS

QUALIFICATIONS

Master’s degree in public health, statistics, health administration, or related field.

5+ years’ experience in health center performance analytics.

Expertise in UDS data interpretation.
WORK LOCATION
-
This position may be hybrid for candidates residing in Central Iowa and fully remote for candidates located outside the Central Iowa area.
TRAVEL REQUIREMENTS

Up to 10% for NTAP meetings and National PCA Hub Meetings
WORK HOURS

NTAP effort allocated at 1.0 FTE
