We are seeking a professional Leasing and Housing Manager that is CERTIFIED in TAX CREDIT to lead our housing programs and support services for individuals experiencing homelessness and those from underserved communities. Under the direction of the Executive Director, the Leasing and Housing Manager is responsible for leadership and oversight of the Commission's Public Housing and Affordable Housing (LIHTC) leasing and occupancy operations. The incumbent supervises the leasing team, coordinates with the contracted property management company, ensures compliance with HUD, LIHTC and Commission policies, monitors portfolio performance, occupancy goals and operational
metrics, and supports multiple properties and office locations. This team member must adhere to flexible scheduling, extended hours, and current Tax Credit certification are required.
Duties
- Manage leasing processes for affordable housing units, LIHTC (Low-Income Housing Tax Credit), and other housing assistance programs
- Coordinate with landlords, tenants, and community partners to facilitate smooth housing placements
- Conduct client intake assessments, develop individualized housing plans, and provide ongoing case management support
- Implement crisis intervention strategies for high-risk populations experiencing homelessness or mental health challenges
- Ensure compliance with Fair Housing regulations, HUD (Housing and Urban Development) policies, and other relevant legal requirements
- Utilize property management tools and Microsoft Office applications to maintain accurate records of leasing activities, client interactions, and program documentation
- Provide motivational interviewing and crisis management to support clients in overcoming barriers to stable housing
Requirements
- Proven experience in property management, social work, or related fields working with underserved or high-risk populations
- Strong knowledge of landlord-tenant law, Fair Housing regulations, HUD policies, and housing assistance programs such as Section 8 and LIHTC
- Excellent negotiation skills with landlords, clients, and community stakeholders
- Ability to handle crisis situations effectively through crisis intervention techniques and crisis management strategies
- Experience working with individuals experiencing homelessness or mental health conditions; addiction counseling experience is a plus
- Proficiency in Microsoft Office suite; familiarity with property management tools preferred
- Demonstrated ability to work with culturally diverse communities and individuals from underserved backgrounds
- Strong case management skills combined with client communication expertise
- Knowledge of social services systems and experience supporting high-risk populations is highly desirable
