Job Summary
We are seeking a motivated and detail-oriented Contracting Agent/Specialist to join our dynamic team. The ideal candidate will play a crucial role in supporting all aspects of procurement and contracting processes, vendor relationships, and compliance management. This position requires a strong understanding of contract management, negotiation, development of formal solicitations such as Requests for Proposals (RFP), Requests for Quotes (RFQ), Requests for Information (RFI), and the ability to navigate complex regulatory environments.
Duties
- Develop formal solicitations such as RFPs, RFQs, and RFIs.
- Oversee procurement activities and vendor management to ensure optimal performance and compliance.
- Draft and thoroughly review contracts, proposals, and compliance-related documents.
- Negotiate contracts with vendors, ensuring favorable terms are included, while adhering to organizational policies and applicable laws.
- Effectively manage contracts by monitoring and maintaining contract files to ensure proper documentation, certification, and registration are current and on file.
- Collaborate with cross-functional teams on business development initiatives and strategic planning efforts.
- Conduct research related to prospective or current vendors and various topics, as assigned.
- Oversee and/or develop solicitation evaluation criteria consistent with best practices and state requirements and lead evaluation teams.
Requirements
- Proven experience in procurement, vendor management, or related fields.
- Strong skills in contract negotiation, contract management, and compliance management.
- Excellent written and verbal communication skills.
- Outstanding customer service skills, including the ability to interact professionally and effectively with staff, vendors, and the public.
- Excellent research abilities with a keen eye for detail in document review processes.
- Ability to effectively manage multiple projects simultaneously with frequent interruptions.
- Strong communication skills with the ability to draft clear legal documents and proposals.
- Exceptional attention to detail and organizational skills.
- Ability to maintain the confidentiality of highly sensitive information.
- Ability to work collaboratively within a team environment while also being self-motivated.
Management Preferences:
- Extensive working knowledge of procurement and contracting techniques and North Carolina Procurement Rules, including but not limited to Articles 3 and 3C of Chapter 143, Article 3D of Chapter 147, and Article 3B of Chapter 135 of North Carolina General Statutes.
- Demonstrated experience soliciting or requisitioning commodities (goods) and services, drafting highly technical solicitations, contracts, amendments, and related documents and leading evaluation teams.
- Experience in provider network contracting, including negotiating and managing direct contracts with healthcare providers.
