Under general direction, advanced-level professional human resources work performed in the administration of employee benefits, leave of absence programs, and workplace accommodations. This position serves as a subject matter expert in benefits administration, leave management, and compliance with federal and state laws, including PLO, FMLA, OFLA, ADA, and related regulations.The incumbent exercises independent judgment in managing complex and sensitive cases, advising employees and leadership, and developing and improving programs, policies, and processes to ensure compliance and effective service delivery.As Oregon's fourth-largest city, Gresham is a welcoming community of hard-working people where tradition and heritage meet innovation and opportunity. What you will get to do: Leave of Absence AdministrationManage end-to-end leave administration, including PLO, FMLA, OFLA (as applicable), ADA leave, military leave, and other employer-specific leave programsMonitor and track leave cases, ensuring timely communication and return-to-work coordinationServe as the primary point of contact and advisory for employees and managers regarding leave processes and requirementsMonitors leave status and facilitates timely return-to-work processesMaintain accurate, confidential records and reporting on leave trends and utilizationOther duties as assignedADA / Workplace AccommodationsLead and administer the interactive process for reasonable accommodations under ADA and related lawsReview medical documentation and determine eligibility for accommodation while maintaining confidentialityCollaborate with employees, supervisors, HR partners, and legal counsel to identify and implement reasonable accommodationsPartner with HRBPs to evaluate job functions, restrictions, and operational needs to develop appropriate solutionsMonitor accommodation effectiveness and update as neededEnsure compliance with federal, state, and local regulations and internal policiesBenefits AdministrationAdministers and coordinates employee benefits programs including health, dental, vision, life, disability, and retirementServes as a primary liaison with benefits vendors, brokers, and third-party administratorsOversees enrollments, qualifying life events, and benefit changes; ensures accuracy of enrollment, life event changes, and resolves eligibility issuesSupports and leads open enrollment processes, including employee communications and system updatesAssists I the resolution of complex benefits issues, claims, and discrepanciesEnsure compliance with applicable laws (ACA, HIPAA, COBRA, ERISA, etc.)Other duties as assignedConsultation & Employee SupportServes as a primary point of contact for employees, supervisors, and leadership regarding benefits, leave, and accommodationsProvide expert guidance to employees, supervisors, and leadership on benefits, leave, and accommodation mattersRespond to complex and sensitive employee concerns with professionalism and discretionPartner with HR Business Partners, and management on complex or escalated casesOther duties as assignedProgram Management & ComplianceEnsure programs comply with federal, state, and local laws and applicable collective bargaining agreementsMaintains accurate and confidential records and documentationReview, and update policies, procedures, and internal guidance documents as necessaryConduct audits and quality assurance of benefits and leave records to ensure complianceIdentify and implement process improvements to enhance efficiency, compliance, and employee experienceStay current on regulatory changes and recommend operational adjustmentsOther duties as assignedData, Reporting & Continuous ImprovementDevelop and analyze reports, metrics, and dashboards (e.g., leave usage, accommodation trends)Use data to identify trends, risks, and opportunities for program improvementOther duties as assignedTraining & Program SupportProvide training and guidance to managers, HR staff, and employees on leave, benefits, and accommodationCreate communication materials related to benefits, leave and accommodationsMay lead projects, mentor junior staff, or coordinate cross-functional initiativesQualities we are looking for: Skilled in managing complex, sensitive casesStrong judgment and problem-solving skillsExcellent communication and interpersonal skillsBuilding effective working relationshipsAbility to manage multiple priorities and deadlinesHigh attention to detail and organizational skills
