Enrollment & Attendance Coordinator (KinderConnect/CCBIS)

Position Summary
The Enrollment & Attendance Coordinator is responsible for managing all aspects of child enrollment, attendance tracking, state reporting, and family enrollment support through KinderConnect and the Missouri Child Care Business Information Solution (CCBIS). This position ensures compliance with Missouri Department of Elementary and Secondary Education (DESE) regulations, maintains accurate child records, monitors attendance trends, processes Missouri Child Care Subsidy reimbursements, and provides exceptional customer service to prospective and enrolled families.
The Enrollment & Attendance Coordinator serves as the first point of contact for families seeking information about Emmanuel Family & Child Development Center's programs. This individual will answer inbound calls, educate families about available programs, document all inquiries, and connect families with the appropriate Family Advocate to continue the enrollment process.
Essential Duties and ResponsibilitiesEnrollment Management
- Coordinate the enrollment process from initial inquiry through child admission.
- Conduct enrollment appointments with families and explain program eligibility, policies, and required documentation.
- Collect, verify, and maintain enrollment documents, including:
- Immunization records
- Health records
- Income verification
- Emergency contact information
- Other required enrollment documentation
- Maintain waiting lists and notify families of available openings.
- Ensure enrollment files remain complete, accurate, and compliant with licensing and funding requirements.
- Process new enrollments, transfers, withdrawals, and status changes in a timely manner.
- Maintain classroom vacancy reports and collaborate with leadership to ensure classrooms remain fully enrolled.
Family Enrollment & Customer Service
- Serve as the primary point of contact for prospective and enrolled families.
- Answer inbound telephone calls, emails, and walk-in inquiries regarding enrollment.
- Provide accurate information regarding Emmanuel's programs, including:
- Head Start
- Pre-K Cooperative Program
- State Subsidy-Assisted Classrooms
- Tuition-based classrooms
- Other early childhood education services offered by Emmanuel
- Explain eligibility requirements, enrollment procedures, required documentation, and program expectations.
- Document all family inquiries, phone calls, emails, and enrollment contacts.
- Forward inquiries and completed documentation to the appropriate Family Advocate for continued enrollment services and follow-up.
- Assist families with completing enrollment applications and subsidy paperwork.
- Maintain a professional, welcoming, and customer-focused experience for every family.
KinderConnect & CCBIS Administration
- Enter and maintain accurate child, family, and provider information in KinderConnect and Missouri CCBIS.
- Verify attendance records and submit required data according to DESE deadlines.
- Process and reconcile Missouri Child Care Subsidy reimbursements.
- Resolve attendance discrepancies, billing issues, and system errors.
- Generate reports to support reimbursement requests, audits, compliance reviews, and enrollment tracking.
- Stay current on KinderConnect, CCBIS, Missouri Child Care Subsidy, and DESE policies and procedures.
Attendance Management
- Monitor daily attendance for all classrooms.
- Ensure attendance is accurately entered and verified each day.
- Contact families regarding unexplained absences.
- Monitor attendance trends and identify chronic absenteeism.
- Collaborate with teachers, Family Advocates, and administrators to improve attendance and family engagement.
- Prepare weekly and monthly attendance reports for leadership.
Compliance & Recordkeeping
- Ensure compliance with Missouri Child Care Licensing, DESE, Head Start Performance Standards, and funding agency requirements.
- Maintain confidential child and family records.
- Prepare documentation for monitoring visits, licensing inspections, and audits.
- Assist with annual record reviews and file updates.
- Ensure all enrollment and attendance documentation meets federal, state, and agency standards.
Collaboration
- Work closely with the Family Services Team, Program Directors, Finance Department, and classroom staff.
- Communicate enrollment vacancies and classroom availability.
- Support recruitment efforts to maintain full enrollment.
- Participate in staff meetings, trainings, and professional development opportunities.
- Perform other duties as assigned.
QualificationsRequired Qualifications
- Associate's degree required; Bachelor's degree preferred in Early Childhood Education, Business Administration, Human Services, or a related field.
- Minimum of two (2) years of administrative experience in early childhood education or a related setting.
- Required experience using KinderConnect.
- Required experience with Missouri Child Care Business Information Solution (CCBIS).
- Required experience processing Missouri State Child Care Subsidy reimbursements.
- Strong knowledge of Missouri Child Care Subsidy policies and DESE regulations.
- Proficient in Microsoft Office (Word, Excel, Outlook) and database management systems.
- Excellent written and verbal communication skills.
- Ability to maintain confidentiality and work independently.
Preferred Qualifications
- Experience working in a licensed child care center, Head Start, or Early Head Start program.
- Knowledge of Head Start Performance Standards.
- Bilingual (English/Spanish) preferred.
