MESF Exercise Planning Support Subject Matter Expert (SME)
Position Overview
D2 Government Solutions is seeking a MESF Exercise Planning Support Subject Matter Expert (SME) aligned with Objective Area 3 to support the Force Generation Professional Support Services requirement for Maritime Expeditionary Security Group ONE (MESG ONE).
This is a contingent position focused on planning, coordinating, and executing integrated training exercises to support MESF operational readiness.
Location & Work Schedule
- Primary Work Location: MESG ONE, NOLF-IB, Imperial Beach, CA
- Schedule: Monday–Friday, 7:00 AM – 3:30 PM (30-minute lunch)
- Travel: CONUS and OCONUS travel may be required
- Training events may occur in forest, desert, littoral, and coastal environments
Key Responsibilities
- Plan, develop, and refine Basic and Advanced Phase integrated training exercises in coordination with Navy Expeditionary Combat Forces units
- Ensure alignment with joint and combined exercise objectives
- Provide support for:
- Exercise design and control
- Scenario development (including MSEL development)
- Participant evaluation
- After-action reviews (AARs)
- Support MESF participation in the Joint Exercise Life Cycle (JELC), including resource allocation, scheduling, and sequencing of training events
- Integrate the Intelligence Cycle and Independent Verification and Validation (IV&V) processes into exercise planning and execution
- Support readiness reporting and deliver:
- In-progress reviews (IPRs)
- Status updates (written and oral)
- Briefings to MESG ONE N7 leadership
Minimum Qualifications
- Active SECRET clearance (required at time of application)
- Ability to obtain and maintain a TS/SCI clearance within three (3) months of contract award
- Minimum 15 years of operational, training, and readiness experience, including warfare qualification (expeditionary community preferred)
- Minimum 5 years of exercise planning or operational planning experience (NECC experience preferred)
- Minimum 5 years of Navy expeditionary operational, training, or readiness experience
- Minimum 3 years of recent NECC experience (military or contractor within the past 5 years); MESF experience highly desired
- Prior service in a Senior Enlisted or Department Head role
- Graduate of Maritime Staff Operator Course (or equivalent) preferred
- Strong written and verbal communication skills, including experience briefing senior leadership
- Proficiency in Microsoft Office Suite
- PMP-RMP certification preferred
- Familiarity with AI tools in government or civilian environments highly desired
Security Requirements
- Must possess and maintain a DoD Secret security clearance (and meet TS/SCI eligibility requirements as outlined)
- Ability to obtain and maintain a Common Access Card (CAC)
- Must comply with all Navy security policies and complete required training (e.g., Navy e-Learning)
