Job Description
McAfee Safety Analysis, Inc. (MSA) is seeking an experienced Pennsylvania-Certified Lead Inspector / Risk Assessor to support an anticipated HUD-funded Lead Hazard Reduction project involving residential and multi-family properties in Chester, Pennsylvania.
This is a project-based/consultant position contingent upon contract award. The selected candidate must possess the applicable Pennsylvania Lead Inspector/Risk Assessor certification and be available to support the project upon award and commencement.
The anticipated program involves lead inspection and risk assessment services for residential properties as part of a multi-year Lead Hazard Reduction Program. The City anticipates approximately 120 residential parcels being serviced by a pool of no more than six selected firms over three years.
Key Responsibilities
- Perform lead-based paint inspections and risk assessments.
- Conduct XRF paint testing and sampling of residential units.
- Coordinate paint chip, soil, and dust sample analysis through an EPA-recognized laboratory.
- Conduct on-site monitoring of lead hazard removal and reduction activities performed by abatement contractors.
- Prepare comprehensive lead-based paint risk assessment reports.
- Develop lead hazard reduction work specifications for individual units.
- Perform post-abatement clearance testing and prepare clearance reports.
- Ensure work complies with HUD Guidelines, EPA 40 CFR Part 745, and applicable federal, Pennsylvania, and local requirements.
- Maintain complete inspection, sampling, monitoring, and project documentation.
These activities reflect the RFI's specified scope, including XRF sampling, laboratory analysis, abatement monitoring, risk assessment reports/work specifications, and clearance testing.
Required Qualifications
- Current registration/certification with the Commonwealth of Pennsylvania Department of Labor & Industry, Bureau of Occupational & Industrial Safety as a Lead Inspector/Risk Assessor.
- Valid Pennsylvania Lead Certification Number and current expiration date.
- Experience performing lead-based paint inspections and residential lead risk assessments.
- Experience with XRF testing and environmental sampling.
- Knowledge of EPA 40 CFR Part 745 and HUD Guidelines for evaluation and control of lead-based paint hazards.
- Experience preparing lead risk assessment and clearance reports.
- Ability to perform field work in Chester, PA 19013.
- Strong technical documentation and communication skills.
The RFI also evaluates individual qualifications, relevant experience, references, licenses/professional designations, and ability to provide timely service.
Preferred Qualifications
- Experience with HUD-funded Lead Hazard Reduction programs.
- Experience with residential and multi-family housing.
- Experience monitoring lead abatement/hazard reduction contractors.
- Experience developing lead hazard reduction work specifications.
- Experience coordinating with EPA-recognized laboratories.
- Relevant recent lead inspection/risk assessment or lead abatement project experience.
Position Details
This position is contingent upon MSA receiving the associated contract award. Selection as a proposed project team member does not guarantee employment or project assignment prior to award.
The City intends to award contracts by the end of September 2026, with an initial one-year term and options for two additional years.
