Clinical Program Director (Licensed)

Position Summary
The Clinical Program Director provides leadership, oversight, and strategic direction for all clinical programs at Tri-Hearts Counseling, LLC. This position ensures the delivery of high-quality, ethical, and evidence-based behavioral health services while maintaining compliance with Maryland COMAR regulations, Joint Commission standards, Medicaid requirements, and all applicable federal and state regulations. The Clinical Program Director supervises licensed and unlicensed clinical staff, oversees program performance, and promotes continuous quality improvement.
Minimum Qualifications
- Active Maryland license as one of the following:
- LCPC
- LCSW-C
- Licensed Psychologist
- Other independent mental health license approved by Maryland regulations
- Minimum of five (5) years of post-licensure clinical experience.
- Minimum of three (3) years of supervisory or management experience in behavioral health.
- Approved Clinical Supervisor designation preferred.
- Experience with outpatient mental health, PRP, and/or substance use treatment programs.
- Knowledge of Maryland COMAR regulations, Joint Commission standards, and Medicaid documentation requirements.
- Valid driver’s license and reliable transportation.
Essential Duties and Responsibilities
Clinical Leadership
- Direct all clinical operations across behavioral health programs.
- Ensure delivery of person-centered, trauma-informed, culturally responsive care.
- Develop clinical policies, procedures, and best practices.
- Monitor program effectiveness and client outcomes.
- Ensure appropriate staffing ratios and clinical coverage.
Supervision
- Provide clinical supervision to licensed and unlicensed staff.
- Conduct regular individual and group supervision.
- Review clinical documentation for quality and compliance.
- Support staff professional development and competency.
Quality Assurance & Compliance
- Ensure compliance with:
- Maryland COMAR
- Joint Commission Standards
- HIPAA
- 42 CFR Part 2
- Medicaid regulations
- Lead internal clinical audits.
- Oversee corrective action plans.
- Prepare for licensing and accreditation surveys.
Program Development
- Develop new behavioral health programs.
- Evaluate community needs.
- Expand clinical services.
- Participate in grant and contract implementation.
- Establish clinical workflows and performance standards.
Documentation Oversight
- Review assessments, treatment plans, progress notes, discharge summaries, and clinical documentation.
- Ensure documentation meets payer requirements.
- Monitor productivity and documentation timeliness.
Interdisciplinary Collaboration
- Collaborate with medical providers, rehabilitation staff, case managers, schools, hospitals, and community partners.
- Participate in leadership meetings.
- Assist with crisis response and clinical consultation.
Human Resources
- Participate in interviewing and hiring clinical staff.
- Conduct annual performance evaluations.
- Assist with disciplinary actions when necessary.
- Ensure staff maintain required licensure and continuing education.
Administrative Responsibilities
- Prepare monthly program reports.
- Monitor program budgets and productivity.
- Track quality improvement indicators.
- Participate in strategic planning.
- Maintain confidential records.
Required Knowledge, Skills, and Abilities
- Strong leadership and supervisory skills.
- Excellent verbal and written communication.
- Knowledge of evidence-based behavioral health interventions.
- Experience with electronic health records (ICANotes preferred).
- Strong organizational and problem-solving skills.
- Ability to analyze program data and improve performance.
- Ability to maintain confidentiality and professional ethics.
Physical Requirements
- Ability to sit, stand, and walk for extended periods.
- Ability to lift up to 25 pounds.
- Ability to travel between office locations when required.
Working Conditions
- Office-based with occasional community visits.
- Evening hours may be required based on program needs.
- May respond to urgent clinical situations.

Pay: $30.00 - $40.00 per hour
