Summary
Transition Planners will be required to serve in a leadership position over a minimum of 2 active projects as their primary role and the responsibilities assigned to them. Those assigned to the position will report to the Project Manager on-site and GoE’s Director of Clinical Operations & Transition Planning.
Duties / Responsibilities
- Facilitate the overall Operations, Occupancy and Facility Vacancy Planning process and Execution process for clinical/technical areas
- Maintain accountability for all transition planning requirements to include multiple plans, schedule, and execution oversite of the transition plan
- Provide consistency and support for the development and implementation of end state operations in the new facility.
- Monitor contractual adherence for transition planning
- Prepares monthly project reports and submits to the Project Manager to be incorporated into the overall monthly report
- Serves as direct point of contact for transition related activities
- Assists in the development and facilitation of operational issues (facility/design/construction) that impact end state operations for technical areas.
- Required to track the following in the transition database: staff and location mapping, division document tracking and development, movement coordination and space planning, legal and regulatory issues, etc.
- Gathers data on all clinical/technical divisions and codifies it into a report detailing recommendations and plans for documentation and planning of work processes for transition and movement
- Assists departments in drafting plans for future work processes based on finding in the initial report and comparisons with facility-wide reports generated by transition team members
- Assist departments in formulation of training plans and exercises. Assist divisional staff(s) with their assigned duties to include the preparation, review, presentation and finalization of their division(s):
- System/Process assumptions/facts
- Concept of Operations (CONOPs)
- CONOPs input into Facility Wide Programs
- System and Process Facts and CONOPs input into education and orientation programs.
- Continuum of Operations migration
- Start-up plans
- Post Occupancy Evaluations and Lessons Learned reports
- Participate in and assist with issues identification, discussion and resolution
- Facilitate and coordinate standardization activities
- Move Plans
- Occupancy Plans
- Tracks legal and regulatory issues related to their areas
- Identifies and Tracks vacancy activities and tasks
- Facilitates project meetings to include Contracting Officer, Owner, Owner Rep, Design team, Vendors, etc.
Required Skills / Abilities
- Proficient in MS Office
- Strong verbal and written communication skills
- Strong coordination skills required for vendor scheduling
- Flexible and willing to work extended hours, weekends, holidays, and evenings as necessary
- Able to work independently on task, but also as a member of the Project Delivery Team (PDT)
- Able to create a project schedule in MS Project
- Able to provide guidance and direction to subcontractors and other vendors as required
- Able to quickly resolve onsite project issues during the transition period
Education and Experience
- BS or MS Degree
- 5-7 years of Project Management/Transition Planning experience, preferably in a healthcare/DoD or Federal setting
Travel Requirements
- Travel required up to 50% of work time for a weeks duration at a time.
Supervisory Responsibilities
- No direct supervision of others.
