The General Services Department (GSD) Facilities Management Division (FMD) plays a critical role in supporting executive branch agencies across New Mexico by administering and constructing capital improvement projects statewide. FMD's Administrative Support Bureau's Budget and Finance Manager ensures efficient and effective financial management of the division's multi-million dollar capital outlay budget, operations budget, and the capital building and public building repair funds.

Why does the job exist?
This position serves as the Budget and Finance Manager for the Facilities Management Division (FMD). The position is responsible for developing, coordinating, maintaining and monitoring FMD¿s annual operating budget, appropriated capital outlay funds, Capital Buildings Repair Fund and Public Buildings Repair Fund. The position monitors revenues, expenditures and budgets across the division's appropriated funds to ensure fiscal accountability and compliance with applicable state and federal requirements. This position also provides accurate financial reporting, fiscal analysis and budget recommendations to FMD leadership.
How does it get done?
Responsibilities include:
- Monitors FMD's revenues, expenditures and budgets to ensure funds are properly managed and comply with state and federal requirements.
- Prepares financial reports, budget projections and analyses for FMD leadership and works with the Administrative Services Division (ASD) on budget and financial matters.
- Reviews and processes FMD budget adjustments and other fiscal requests, ensuring all required supporting documentation is included.
- Coordinates the preparation and submission of FMD's annual budget appropriation request.
- Develops revenue projections and financial analyses to support FMD's budget and funding requests.
- Reviews budget submissions from FMD programs, provides guidance and recommends revisions when needed.
- Participates in budget hearings and responds to budget-related questions from FMD leadership, GSD senior management and external oversight agencies.
- Completes reconciliations, journal entries and operating transfers as needed.

Minimum Qualification
Bachelor's Degree in in Accounting, Finance, Auditing, or Business Administration and four (4) years directly related work experience in accounting, auditing, budgeting, preparing Comprehensive Annual Financial Reports, and conducting financial audits. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours and occasional travel may be required. Sitting/Standing, bending, squatting, climbing, and reaching for extended periods of time may be required.
