Performs advanced professional, managerial, and highly field-oriented construction management work overseeing complex capital improvement and municipal construction projects from pre-construction through project closeout. This position serves as the City’s primary on-site representative during active construction and is responsible for monitoring and evaluating field construction activities to ensure projects are completed in accordance with approved plans, specifications, schedules, budgets, safety requirements, and quality standards.
The position requires extensive hands-on construction field experience and strong knowledge of construction means and methods, structural systems, building systems, sequencing, contractor coordination, inspection procedures, quality assurance, and construction safety practices. Responsibilities include providing daily onsite construction oversight, monitoring contractor and subcontractor performance, identifying and resolving field conflicts, coordinating with architects, engineers, inspectors, utility representatives, consultants, and City staff, and ensuring compliance with applicable codes, regulations, and contractual requirements.
Serves as the City’s technical expert and advisor on matters involving construction management, field operations, project delivery, and capital improvement implementation. Reports to department director or designee.

Reviews project proposals to determine project schedule, funding, cost, and procedures required to complete the project.
Provide daily onsite observation and monitoring of construction activities.
Serve as the City’s field representative during all phases of construction.
Assists with the creation of project scopes and cost estimates for various projects.
Reviews status reports prepared by project personnel and modifies schedules or plans as required.
Maintain detailed daily reports with photographs and written observations.
Monitor material deliveries, storage, and installation practices.
Administers and reviews outside consultant contracts for design and project development and in-house projects for Public Works in accordance with general engineering principles and Public Works policies.
Provides direction and administration of design and construction projects through architects, engineers, contractors, and project managers; planning, assigning and reviewing the work of professional staff to ensure success in the monitoring of the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex city structures and related projects. Reviews and revises bid project documents for bidding purposes.
Monitor contractor performance, workmanship, staffing, sequencing, and coordination.
Observe and document construction progress, deficiencies, safety concerns, and quality issues.
Review pay applications and progress claims for consistency with observed field progress.
Participates in the development of design concepts, drawings/schematics, specifications, bidding documents, contracts, and cost estimates for Public Works projects; coordinates design and construction surveying and serves as project manager/administrator on Public Works projects as assigned.
Review work for general compliance with project drawings, specifications, and industry standards.
Participates in the scheduling, preparation, and presentation of projects in public meetings with elected officials, staff from other agencies, departments, and the general public.
Prepares project reports for the director or designee.
Coordinates project activities with other governmental agencies as needed.
Provide objective, independent reporting to City leadership regarding project status, while evaluating schedule progress and construction milestones
Participates on the City’s Hurricane Damage Assessment Team to help facilitate in recovery efforts following a natural disaster.
Conforms with and abides by all regulations, policies, work procedures and instructions; all safety rules which include wearing and using all appropriate safety equipment.
Performs related duties as required.
A Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or related field.
Active/Inactive registration as a Professional Engineer, Registered Architect, or General Contractors license in the State of Florida is required at the time of hiring. Applicant will be required to activate inactive license within 6-months of hire and maintain active license for the duration of employment.
Six (6) years of technical and project management experience in the design and/or construction of public works projects.
A comparable amount of training or experience may be substituted for the minimum qualifications.
Valid Florida Driver’s License.
