City Clerk/Treasurer (Part-Time)

About the Role
Are you a highly organized professional with a strong background in accounting and administration? The City of Darwin is seeking a dedicated, community-minded individual to serve as our part-time City Clerk/Treasurer.
Serving as the administrative and financial hub for the city, you will fulfill the statutory duties of City Clerk and Treasurer (per MN Statutes 412.141 and 412.151). Working directly with the Mayor and City Council, you will play a vital role in keeping local government running smoothly, managing municipal finances, administering elections, and providing excellent service to our residents.
This role offers a part-time schedule (12 to 18 hours per week) and a high degree of autonomy, making it an excellent opportunity for someone looking to balance meaningful community work with a part-time commitment.
What You Will Do
Financial Management & Accounting
- Manage all accounts payable, accounts receivable, and municipal payroll.
- Generate and collect utility billings and process deposits.
- Reconcile checking and savings accounts and execute fund transfers.
- Prepare financial reports, statements, and the annual budget for the City Council.
- Coordinate the annual city audit and file required reports with the State Auditor.
- Act as an Official Signer on City accounts alongside the Mayor and Vice-Chair.
Municipal Administration & Elections
- Prepare agendas, attend City Council meetings, and accurately record meeting minutes.
- Serve as the local Election Administrator and Head Election Judge (recruiting/training judges, managing voter records, and coordinating with the County Auditor).
- Process and oversee municipal licenses and permits (e.g., liquor licenses, building permits, zoning applications).
- Maintain the official City seal, Ordinance book, and addressing grid for new developments.
- Post, publish, and mail all legally required public notices.
Human Resources & Public Service
- Act as the primary point of contact for the public, answering questions, addressing concerns, and providing information on city ordinances and permits.
- Manage the hiring process for municipal staff (advertising, interviewing) and maintain confidential personnel files.
- Ensure compliance with the Minnesota Open Meeting Law and Data Practices Act.
(Note: This is a collaborative environment; you will also take on other administrative tasks and projects as delegated by the Mayor, City Council & Municipal Water Operator.)
What We Are Looking For
Required Qualifications:
- High school diploma or equivalent.
- Minimum of three (3) years of experience in an accounting, bookkeeping, or high-level administrative role.
- Strong technical skills, including accurate typing and the ability to troubleshoot basic computer/software issues.
- Ability to work independently, prioritize tasks, and manage time effectively with minimal supervision.
- Excellent written and verbal communication skills.
- Must be eligible to be bonded.
Preferred Qualifications:
- Post-secondary coursework or degree in Accounting, Business, Public Administration, or a related field.
- Proficiency in QuickBooks Pro and Microsoft Office Suite.
- Prior experience in local government or knowledge of municipal operations.
- Familiarity with Minnesota election laws, Data Privacy laws, and Open Meeting laws.
