Job Purpose : The New Mexico Investigative Support Center (NMISC) is seeking an Intelligence Analyst with a strong background in telephonic exploitation and cyber-related criminal investigations. This position is ideal for former law enforcement professionals with substantial experience in analyzing phone records, digital communications, and criminal cyber activity. The role involves collecting, evaluating, developing, and disseminating criminal drug intelligence, including financial and electronic evidence. You will coordinate information sharing among NM HIDTA, other HIDTAs, law enforcement agencies, and government entities. The position is based at NMISC in Las Cruces, NM, and requires handling sensitive and graphic information with the utmost confidentiality and professionalism.
Intelligence Analyst Job Duties
- Leverage your expertise in telephonic exploitation to identify and develop new areas of investigation, and generate actionable leads for NM HIDTA law enforcement agencies.
- Provide investigative intelligence support for enforcement operations, utilizing your background in cyber investigations to enhance case development.
- Apply advanced temporal and spatial analysis techniques to identify and forecast criminal activity, especially those involving digital evidence and cyber threats.
- Use your analytical expertise to recommend investigative strategies to law enforcement personnel.
- Analyze telephonic communications—including telephone toll data, Dialed Number Recorder (DNR) data, and voice intercepts—to uncover patterns and connections within drug trafficking organizations.
- Conduct financial investigations on subjects involved in drug trafficking and conspiracies, integrating cyber and electronic evidence where applicable.
- Review, organize, and analyze documentary evidence, including digital records, collected from search warrants, subpoenas, seizures, and investigative case files.
- Participate in debriefings with confidential informants and defendants, providing insights from cyber and telephonic exploitation investigations.
- Prepare oral briefings, detailed written reports, and recommendations to help law enforcement agents and supervisors evaluate and prioritize cases.
- Produce supporting narrative and statistical products in the form of charts, tables, maps, and graphs to illustrate investigative findings.
- Creatively integrate computers, databases, and software—including digital forensics tools—to support intelligence analysis and reporting.
- Engage in intra- and interdepartmental meetings with analysts and law enforcement personnel to exchange and develop intelligence, especially regarding cyber and telephonic investigations.
- Maintain a comprehensive collection of intelligence resources, including digital and telephonic data, from NM HIDTA law enforcement and allied agencies.
- Stay current with ongoing education and training in intelligence analysis systems and procedures, especially those relevant to cyber and telephonic exploitation.
- Develop and maintain a specialized area of expertise in criminal drug intelligence, focusing on cyber and telephonic exploitation.
- Train new users in event deconfliction and case management, leveraging your experience in digital and telephonic investigations.
- Build professional relationships and networks with agents, analysts, and law enforcement personnel statewide and beyond, sharing your expertise in cyber and telephonic exploitation.
Qualifications
- Advanced analytical skills developed through extensive law enforcement experience in telephonic and cyber investigations
- Ability to interpret a wide range of internal and open-source information, particularly digital and telephonic data
- Excellent writing and grammar skills for clear and concise reporting
- Effective problem-solving and communication skills, especially in complex cyber-related cases
- Ability to work independently and collaboratively within a team environment
- Proven record of completing complex investigative projects with minimal supervision
Education/Experience
Bachelor’s Degree preferred. Candidates with significant experience in drug law enforcement, intelligence, telephonic exploitation, and cyber investigations are strongly encouraged to apply. Relevant experience may be substituted for formal education. Desired experience includes digital forensics, exploitation of media and electronic devices, and testifying in federal or state court regarding examination procedures and chain of custody. Performance Expectations
· Maintain a high degree of ethics, integrity, and professionalism, especially when handling sensitive cyber and telephonic intelligence.
· Deliver quality analytical products to all stakeholders, leveraging your background in cyber and telephonic exploitation.
· Manage all assignments efficiently to meet NMISC requirements and customer needs.
· Standard work hours are 8 a.m. – 5 p.m., Monday – Friday.
Physical Demands
The role requires significant time at a computer workstation. There may be occasional lifting of up to 25 pounds for supply and equipment processing.
Other Requirements
: Valid New Mexico driver’s license required.
: Must pass a background check and qualify for a federal Secret-level security clearance.
: Some overnight travel may be required.
