**Disclaimer-if the position is filled after July 1, 2026, then the job opportunity will not be in the classified service **The Transportation Division Manager 3, under limited supervision, will serve as supervisor of the Environmental & Coatings Section for the Materials Control, Soils & Testing Division in Kanawha County. The selected applicant will plan, coordinate, organize, assign, and monitor the activities of the unit for the purpose of assuring that all environmental issues, chemical analysis, and coating materials are in compliance with the project plans, standards, specifications, materials procedures, special provisions, and all other applicable specifications. Assign, monitor and control the work the section encounters to ensure that deadlines and expectations of the WVDOH are met; maintain a high level of expertise and competency with respect to the technical and professional areas pertinent to the section, and ensure that the section's employees comply with applicable laws, regulations, directives, and policies. Responsible for the quality assurance and laboratory testing of coatings, as well as chemical testing of metals, cements, supplementary cementitious materials, soils and other highway construction materials. This position will be responsible for environmental investigations at possible hazardous waste contaminated sites, as well as other various environmental related work. This position will oversee and approve both quality control plans and environmental monitoring plans. This position requires some travel; therefore, a valid driver's license is required. Performs other related duties as required.Pay Grade 20
EXAMPLE OF DUTIES
- Plans, develops, and executes a complex mission of a statewide program or a primary department-wide program.• Directs the daily operations of the staff and may direct regional or other field staff.• Routinely interacts with organizations within and outside of the Division of Highways.• Develops and implements operating procedures within regulatory and statutory guidelines; develops and approves forms and procedures.• Renders decisions in unusual or priority situations. • Evaluates the operations and procedures of the unit for efficiency and effectiveness.• Recommends the selection and assignment of staff to supervisors, conducts interviews and background evaluations for prospective employees.• May assist the assistant director and/or director in technical research studies and recommends changes to methods of operation, regulation, policies, and management regarding the Division of Highways.• May assist the assistant director and/or director in researching new possible procedures and directs employees to formulate plans and recommendations for development, improvement, construction, and implementation for roads, bridges, highways, and other Division of Highways areas.• Determines need for training and staff development and provides training or research training opportunities.• Assists in the development of the division and/or agency budget for personnel services, supplies, and equipment.• Researches professional journals, regulations, and other sources for improvements to agency and unit programs and procedures.• Compiles a variety of data related to the operation of the unit and/or the agency.• Interprets statutes, regulations and policies to staff, other managers, and the public.• Serves as a witness in grievance hearings or other administrative hearings.• Prepares reports reflecting the operational status of the unit and or agency programs.• Shall participate in department committees on behalf of executive management.• Shall participate in local or national conferences and meetings on behalf of executive management.• Assessment of program effectiveness or investigating or analyzing a variety of unique conditions, problems, or questions.• Travel may be required; therefore, a valid driver’s license is required.
SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university. Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.REQUIRED EXPERIENCESix (6) years full-time or equivalent part-time paid administrative, supervisory, or technical experience in budgeting, accounting, information systems management, purchasing, environmental, personnel, or business operations. Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for the required experience through an established formula.
