Operations Manager (One-Year Contract) St. Clare Health Mission | La Crosse, WI
Position Overview
St. Clare Health Mission (SCHM) seeks an Operations Manager for a one-year engagement to strengthen the operational infrastructure supporting our clinic, mobile clinic services, and CHW Team. This role arrives at a pivotal moment: We have recently implemented an EHR system, this fall we will relocate to a permanent home at 406 Jackson Street, both targeted for fall 2026. The Operations Manager will focus on technology improvement, data collection systems, supply ordering workflows, quality improvement (QI) projects, and thoughtful implementation of AI tools across the organization.
This is a fixed-term, project-oriented role suited to someone who enjoys building systems from the ground up and can hand off clean, sustainable processes to permanent staff by the end of the term.

Executive Director (with close coordination alongside the Clinic Director, CHW Program Director)
Key Responsibilities
Technology Improvements
- Assess current technology infrastructure across the fixed clinic, Rotary Mobile Clinic, and administrative functions
- Support and troubleshoot the EHR go-live; help ensure clinical and operations staff are equipped to use the new system effectively
- Identify and implement tools that reduce administrative burden for a small nonprofit staff
Data Collection
- Build or refine systems for capturing clinical quality measures, service utilization, and operational metrics
- Support the Clinic Operations Dashboard with clean, reliable data pipelines
- Establish data collection practices that are sustainable without a dedicated data team
Supply Ordering Schedules
- Design and implement a structured ordering and inventory schedule for clinic and pharmacy supplies
- Reduce stockouts and overordering through better forecasting tied to patient volume
- Document the process so it can be maintained by clinic staff going forward
Quality Improvement (QI) Projects
- Lead or support QI initiatives tied to clinical and operational performance
- Translate dashboard data into actionable improvement projects
- Coordinate QI efforts with the Clinic Director and Assistant Clinic Director

AI Implementation
- Identify practical, appropriate AI use cases for a free clinic setting (e.g., administrative efficiency, documentation support, data analysis)
- Pilot and evaluate tools with attention to patient privacy, bilingual service needs, and staff capacity
- Develop simple guidelines or training so staff can use AI tools responsibly and confidently
Qualifications
- Experience in healthcare operations, nonprofit operations, or project management (free/community clinic experience a plus)
- Comfort working hands-on with technology systems, including EHR platforms and data tools
- Strong organizational and process-design skills; able to build systems that others can sustain
- Familiarity with QI methodology (PDSA cycles or similar) helpful but not required
- Interest in practical AI applications, without needing to be a technical specialist
- Bilingual (English/Spanish) a plus, given SCHM's service population
Term & Structure
- One-year position, with a defined scope and success measures set at the outset
- Timeline should account for the concurrent EHR go-live and 406 Jackson Street relocation (both fall 2026), which will shape early priorities
- Deliverables should be documented for continuity beyond the term
Job Type: Part-time
Pay: $30.00 - $38.00 per hour
