Definition: Oversees the operations and management of the McKinley County Clerk’s Office/Bureau of Elections. This position is considered highly confidential due to the nature of the work performed.
Essential Job Functions: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may not be required to perform all duties, and may be required to perform additional, position related tasks.
Oversee the daily operations of the County Clerk's Office/Bureau of Elections; Makes recommendations for improved procedures; assist the County Clerk with the implementation of new departmental programs, policies and procedures.
Act for the County Clerk in the County Clerk's absence or when delegated.
Supervise assigned support staff; provide staff training; assigns and reviews work; monitors staff performance; Prepares departmental payroll.
Serves as primary contact for information regarding policies, procedures, laws and rules affecting the functions and operations of the County Clerk’s Office/Bureau of Elections; provides information, resolves complaints, interprets policies, procedures, rules and regulations; and makes operational judgments.
In conjunction with the County Clerk, prepares and presents the Clerk’s Office/Bureau of Elections annual budget request to County Management. Monitors expenditure of funds and makes recommendations for new purchases, for replacement of materials and equipment, for the transfer or adjustment of fund accounts, etc. Maintains inventory and prepares inventory records for asset management purposes.
Maintain a variety of files and records (microfilmed, computerized and manual) related to the activities of the County Clerk’s Office/Bureau of Elections.
Responsible for maintaining and monitoring inventory of needed supplies/materials for election and voting machine purposes.
Oversees the compliance of established state guidelines and New Mexico statutes.
Assists the County Clerk with serving as ex-officio clerk to the Board of County Commissioners, as outlined in New Mexico Statute. Ensures staff presence at Commission meetings to record the proceedings. Maintains records of the proceedings as outlined in Statute. Responsible for drafting meeting minutes for Commission Meetings.
Responsible for assuring efficient services for the public which include, but not limited to assisting in record searches, receiving and recording various types of documents and financial statements, issuing marriage licenses, issuing county business licenses and permits, assisting with death certificate applications, and assisting the Probate Judge as needed.
Keeps current understanding of applicable laws, regulations, ordinances, and proposed legislation pertaining to the Clerk’s Office/Bureau of Elections.
Responsible for preparing election candidate information packets, lists, and training election personnel in compliance with statute, policies, guidelines, and procedures.
Oversees voter registrations, conducts elections, canvassing, assisting/training election precinct poll workers.
Supervises and coordinates elections activities of all Bureau of Elections full-time employees and election workers.
Trains non-office personnel in election procedures, laws and voting machines. Interacts with the public concerning voter information and activities relevant to assigned area and with election officials.
Maintains the voter file maintenance system and automated voter registration system. Creates reports and data files required for reporting to the Secretary of State and other constituencies.
Oversees compliance with mandatory election statutes and deadlines.
Assist in onsite voting and election processes to ensure that all procedures are conducted in compliance with state and federal laws.
Maintains the current jurisdiction and precinct maps/tables.
Performs other related duties as assigned.

Supervisory Controls: Works under the policy guidance and direction of the County Clerk. Incumbent determines priorities, establishes work schedules and carries out assigned duties and responsibilities independently. Performs as the immediate supervisor and coordinates elections activities of all Bureau of Elections full-time employees and election workers.
Working Conditions:
Work is generally performed in an office setting. Work schedule may include irregular hours. Travel may be required. Frequent bending, reaching and lifting, pushing and carrying items (books reports, etc.) weighing up to ten (10) pounds. Extended periods of sitting per day, may be up to four hours. Occasional climbing of stairs.
Other Requirements: The incumbent of this position must comply with the policies and procedures of McKinley County, the New Mexico State Elections Laws & Codes, and related Federal/State laws, rules, and regulations governing the Office of the County Clerk/Bureau of Elections. The incumbent is required to use sound judgment in the selection and application of available guidelines.
Minimum Qualifications:

Bachelor’s degree in Public Administration, Business Administration, or Management, OR

Four (4) years of experience directly related to the essential job functions, OR
-
A combination of education and experience equal to four (4) years of which two (2) years must be in a management or supervisory capacity.
Preferred Qualifications:
-
Title Company Clerk, Paralegal or Real Estate experience.

Experience working in a county/local government environment.

Demonstrated ability to work independently and in a team environment.

Bilingual (Navajo, Spanish)
Certificates and Licenses:
-
Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.
Conditions of Employment:

Completion of NM Certified County Clerk through NM Edge within three (3) years of date of hire.

May be required to pass a post offer-of-employment physical examination.
