Tri County Economic Development District (TEDD) is a regional economic development organization serving Ferry, Stevens, and Pend Oreille Counties in Northeast Washington. The Regional Program Manager is responsible for managing TEDD's regional programs and strategic initiatives, including transportation planning, economic development planning, grant administration, broadband, infrastructure, and special projects. The position serves as TEDD's lead staff for the Northeast Washington Regional Transportation Planning Organization (NEWRTPO), supports implementation of the Comprehensive Economic Development Strategy (CEDS), and works closely with the Executive Director to deliver regional initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Serve as TEDD's lead staff for the Northeast Washington Regional Transportation Planning Organization (NEWRTPO).
· Administer the Unified Planning Work Program, Transportation Improvement Program, meetings, budgets, contracts, and required reporting.
· Coordinate regional transportation planning with WSDOT, counties, cities, tribes, ports, transit providers, and partner agencies.
· Manage assigned grants and contracts from award through closeout, including budgets, reimbursements, compliance, and reporting.
· Lead or support regional initiatives involving broadband, infrastructure, housing, community facilities, outdoor recreation, and economic development.
· Assist with development and implementation of TEDD's Comprehensive Economic Development Strategy (CEDS).
· Identify funding opportunities and assist member jurisdictions with project development, grant applications, and project readiness.
· Coordinate consultants, local governments, and partner agencies to advance regional projects.
· Prepare Board materials, technical reports, presentations, and planning documents.
· Represent TEDD before federal, state, regional, and local organizations.
· Provide technical assistance to member jurisdictions.
· Perform other duties as assigned by the Executive Director.

QUALIFICATIONS
· Bachelor's degree in planning, public administration, economic development, business, engineering, geography, or a related field preferred.
· Five years of progressively responsible experience in program management, grant administration, transportation, economic development, planning, or related public-sector work.
· Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be considered.
· Experience managing multiple grants, contracts, budgets, and compliance requirements.
· Excellent project management, writing, facilitation, and communication skills.
· Ability to build partnerships and manage multiple priorities simultaneously.
CERTIFICATES, LICENSES, AND REQUIREMENTS
· Valid Washington State driver's license.
· Periodic regional travel and occasional evening meetings required.
PHYSICAL DEMANDS
Regular use of computers and office equipment; frequent sitting, standing, walking, speaking, and hearing; occasional lifting up to 20 pounds.
WORK ENVIRONMENT
Primarily an office environment with regular travel throughout the TEDD region and occasional evening meetings, conferences, and public events.
