Utility Locator
OBJECTIVES
Assists in all aspects of underground locates.
DUTIES AND RESPONSIBILITIES:
Daily
- Correctly, safely, and efficiently locate electric underground lines.
- Thoroughly search for underground utilities in a designated area, accurately marking the location; completing the necessary documentation.
- Assists in programming, testing and downloading of meters, when required.
- Performs "on-call" duty assignment as a condition of employment when scheduled and which is required to maintain continuity of service after regular working hours, on Saturdays, Sundays and Holidays as observed by the Cooperative.
Weekly
- Operates computers for various locate, meter and work order related tasks.
Annually
- Attend training and seminars as directed.
Occasional, Infrequent Tasks
- Works in the Operations Department as a “groundman” when assigned.
- Substation operation and maintenance when assigned.
Safety, Training, and Equipment:
- Observes standard safety and operating procedures at all times.
- Maintains a current first aid and CPR training card. Maintains proficiency in pole top resuscitation and rescue techniques.
- Attends and participates in monthly Job Training and Safety meetings. Knows Cooperative's policies and procedures and operates within them.
- Completes scheduled tool and truck inspections and exchanges of rubber gloves and cover-up materials.
- Operates assigned automotive equipment while complying with all traffic laws, safety rules, regulations, and safe practices. At all times looks out for safety of the vehicle, its occupants and its loads.
- Operates and maintains assigned trucks, other heavy equipment and tools in a safe and efficient manner. Makes sure they are kept in good working order and that any required repairs are reported promptly to the mechanics and Manager of Metering.
- Operates radio equipment in accordance with the FCC Rules and Cooperative procedures.
- Learns the Cooperative's electrical and mechanical tagging rules and other numbering systems; learns the layout and characteristics of electrical transmission and distribution line in the area assigned.
- Assists in warehouse housekeeping and the proper storage of equipment, tools, and materials.
- Files accident reports immediately after damage to Cooperative's or consumer's property when individual is directly involved. Hands accident report to Manager of Metering.

SPECIFICATIONS
EDUCATION:
- High school graduate or equivalent.
ABILITIES AND SKILLS:
- Physical Examination: The physician will provide the Cooperative with a statement of the general health and physical condition of the employee and their ability to meet the physical and mental requirements of this position, and, if necessary, note any special limitations or restrictions to be observed by the employee. Physician's recommendation to improve overall physical condition should be respected.
- Machine Skills: Must have the ability to operate hand and foot controls for pickup truck, boom truck, digger truck, pole and dump trucks, forklift, hot line trailer, hoists, grips, hand line, presses, pole jacks, hydraulic and air tools, power saws, chain saws, bolt cutters, various hand tools, calculator, personal computer, mobile two-way radio, and telephone.
- Mental Demands: Must have the ability to work steadily for prolonged periods of time, doing both a variety of tasks and repetitive work, with many interruptions, deadlines, with a high degree of accuracy and under a heavy work load, if necessary.
- Physical Demands: Requires sitting, climbing, stooping, kneeling, crouching, crawling, balancing, reaching, standing, feeling, hearing, talking, walking, grasping, and fine motor skills. Pushing and pulling equipment and materials up to 150 lbs. And lifting more than 75 lbs. are frequently required.
- Visual Acuity: Visual and depth perception are required for the job.
WORKING CONDITIONS:
Time working in this position will be primarily outside. This position requires expensive all- weather travel within the served area of the Cooperative. This position is subject to outside environmental conditions, those being both extreme heat and extreme cold at times, with no effective protection from the weather. The work includes exposure to continuously working in areas of electrical risks (working near energized overhead and underground distribution line up to 12,500 volts and exposure to energized lines over 12,500 volts), and to dirt, dust, fumes, oils, chemicals, vibration, loud noises, and other hazard relative to the construction, operation, and maintenance of the Cooperative's electric distribution system.
REPORTING RELATIONSHIPS:
- The Utility Locator will report directly to the Manager of Metering.
