The Kentucky State Treasury is a watchdog for taxpayer dollars. The graduate account interprets and applies relevant statutes, regulations, and federal guidelines in the execution and improvement of Treasury deposit processing programs.
Uses eMARS and JPMC Access to identify agency deposits, verify the accuracy and value of Cash Receipt documents, and approve all electronic deposits to ensure agencies meet Federal and State business guidelines. Contact agencies via email or phone regarding discrepancies between eMARS documents and JPMC deposits.
Performs research of discrepancies and identification of originating sender and receiving agency of deposits. Collect eMARS data and JPMC transaction information for daily reports for Treasury and other state agencies. Aids in the generation and completion of monthly account reconciliation reports. Respond to inquiries regarding receipt of funds and deposit processing. Maintain files and records in accordance with record retention requirements and audit recommendations.
Provide additional administrative support to the division. Reviews fiscal and procedural policies to make recommendations to improve functions and processes within the Treasury. Initiate correspondence with state agencies and external entities regarding the clarification and application of procedures and policies for Treasury processes. Attends training relevant to Treasury functions and procedures and provides oversight of Treasury programs and processes as needed.
Performs daily check reconciliation by retrieving paid check data from JPMC and executing eMARS check reconciliation jobs. Reviews research and makes decisions on check documentation identified as exceptions. Then, archive the check exception report and supporting documentation.
Verify wire instructions on SAS-62 attachments match Manual Disbursement documents in eMARS and meet banking security guidelines, approve Manual Disbursement documents, and initiate wire transactions within JPMC Access. Ensure the disbursement schedule of wires meets daily Federal and JPMC processing deadlines. Contact agencies via email or phone regarding discrepancies between eMARS documents and JPMC wires.
