The State of New Hampshire, Department of Administrative Services, Division of Personnel has a part-time vacancy for a Human Resources Support Unit (HRSU) Generalist.
SUMMARY:
With general oversight by the HSRU Administrator, applies subject matter knowledge to perform daily human resource functions in specialized areas involving elevated risk and/or liability. Assumes primary responsibility for administering and auditing timekeeping and payroll, termination payouts and other financial transactions (including part-time pay-ins and retroactive changes), processing employee increments, and managing extended leaves and associated benefit programs, including Income Protection, FMLA, military leave, and Workers Compensation. Maintains knowledge of and provides support for all aspects of HR administration across the diverse set of HRSU-participating agencies and under multiple collective bargaining agreements.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Associate's degree and 1 year of experience OR equivalent combination of 3 years of education and experience after completion of high school. Education and experience must be in human resources, business administration, labor relations, recruitment/talent acquisition, or related area.
License/Certification: Valid Driver’s license

Trainee Option: Candidates with an equivalent combination of 2+ years of relevant education and experience after completion of high school may be considered and hired in “trainee status” for this position.
PREFERRED QUALIFICATIONS: Direct experience in payroll processing and/or leave management.

RESPONSIBILITIES:
Prepares payroll for employees in HRSU-participating agencies including the maintenance of records of time worked, other supporting documentation, and payments of the state’s share of fringe benefits. Calculates and verifies agency payrolls for exempt and non-exempt employees paid from a variety of scales and reviews the accuracy of data concerning financial transactions of expenditures and income or payrolls. Has final responsibility for the accuracy of all payroll manifests.
Calculates and processes termination/retirement payouts, part-time pay-ins, retroactive payments, and other employee-related financial transactions. Audits partial compensation payments under Income Protection, military leave, and Worker’s Compensation.
Assists employees in preparation of and reviews/processes requests for extended leaves and associated programs, including military leave, leave of absence, FMLA leave, supplemental sick leave, Workers Compensation, and Income Protection. Prepares correspondence to employees regarding status of their FMLA leave/Income Protection/supplemental sick leave eligibility. Works with third-party vendors and providers to ensure all information is gathered and provided. Calculates and maintains tracking of usage, payments, and associated data for such programs and extended leaves.
Troubleshoots unique issues using established processes and consistent with requirements of applicable Collective Bargaining Agreement(s), State Personnel Rules, and Federal and State laws. Coordinates with appropriate staff and managers at HRSU-participating agencies and within the Department of Administrative Services’ Division of Accounting Services, Division of Risk and Benefits, and Division of Personnel, as needed, to research and resolve issues. Escalates significant deviations to higher-level staff.
Responds to employee inquiries and questions. Provides guidance to employees on requirements and related processes. Composes communications for distribution internally, including updates and announcements, reports, training documents and general correspondence.
Provides training as needed for new employees/new supervisors. Prepares and updates forms, templates, employee handbooks, and guidance documents.
Gathers, organizes, and reviews personnel information to prepare reports and documents used in administrative decision making to include standard and ad hoc reporting, leave balance assessments, retiree documents for New Hampshire Retirement, employment verifications, Public Service Loan Forgiveness, and more. Runs reports and prepares documents for state and federal audits. Utilizes internal and external systems (e.g., NH FIRST/BI, EDW, Internet) for targeted research.
Confirms the appropriateness and completeness of requests and executes timely and accurate processing of employee and position transactions for approval in the state HR management system. Maintains and organizes personnel records and HR documents.
