Introduction
This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.
The incumbent is responsible for supporting the analysis, documentation, and delivery of IT system enhancements and new development projects for the DC Health Link marketplace and related applications. The incumbent bridges business and technology by translating complex policy, regulatory, and operational requirements into clear, actionable technical specifications that guide software development teams.
Duties and Responsibilities
Facilitates requirements-gathering sessions with business stakeholders, program staff, legal and compliance teams, and external partners to elicit and document business needs. Prepares and delivers clear briefings, status updates, and requirement summaries for business stakeholders and IT management.
Analyzes business processes, workflows, and policy requirements to identify gaps, inefficiencies, and system improvement opportunities. Performs impact analysis for proposed system changes to identify dependencies, affected systems, and downstream effects on business processes.
Translates business requirements into clearly defined user stories, use cases, process flows, and acceptance criteria using structured methodologies. Supports regulatory and Federal compliance initiatives by analyzing applicable rules (Affordable Care Act (ACA), Centers for Medicare and Medicaid Services (CMS), and the Internal Revenue Service (IRS) and documenting system requirements to ensure compliance. Regulatory and statutory frameworks include those promulgated under and by the ACA, CMS, and the IRS.
Produces high-quality Business Requirements Documents (BRD), functional specifications, user stories, and System Requirements Specifications (SRS) using established templates and standards. Maintains a structured Requirements Traceability Matrix (RTM) linking business needs to test cases and delivered functionality. Maintains current documentation for existing system functionality, to support knowledge transfer and onboarding of new team members. Creates process models, data flow diagrams, wireframes, and workflow diagrams to support shared understanding between business and technical teams.
Documents business rules, data validation requirements, and edge cases with sufficient precision for development and Quality Assurance (QA) use. Participates in Agile sprint ceremonies including backlog grooming, sprint planning, and retrospectives; writes and refines user stories in Jira. Serves as the primary point of contact for business stakeholder questions during active development sprints; clarifies requirements to resolve ambiguities in a timely manner.
Supports post-deployment validation to confirm that delivered functionality meets original business intent. Drafts or updates training materials and user guides for new and enhanced system functionality, as requested.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position successfully, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit: This position is not a part of a collective bargaining unit.
Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
