Position Summary: Grant Associates seeks an experienced, collaborative, and customer-focused Human Resources Generalist to provide comprehensive Human Resources support to both the South Bronx and Brooklyn Job Corps Centers.
This position operates under a shared services model with the primary office located at the South Bronx Job Corps Center while providing HR support across both centers. The Human Resources Generalist serves as the onsite HR Resource to the Learning Program Director, Site Director, managers, and employees, ensuring the consistent application of Human Resources policies, employment laws, Job Corps requirements, and Grant Associates standards.
The Human Resources Generalist manages the full employee life cycle from recruitment through separation while partnering closely with Corporate Human Resources and Center Leadership to create a positive workplace culture that supports operational excellence, employee engagement, retention, and regulatory compliance.
The successful candidate must possess exceptional interpersonal skills, sound judgment, strong organizational abilities, and the ability to manage multiple priorities while maintaining the highest level of professionalism and confidentiality.
Key Responsibilities:
- Human Resources Business Partnership: Serve as the primary onsite Human Resources partner for the Brooklyn and South Bronx Job Corps Centers by providing day-to-day operational support to managers and employees. Foster positive employee relations, promote organizational effectiveness, and ensure the consistent application of Human Resources policies, employment laws, and Grant Associates’ standards across both centers while escalating complex or sensitive matters to Corporate Human Resources as appropriate.
- Talent Acquisition & Recruitment: Lead and coordinate the full-cycle recruitment process for both centers, including workforce planning, job postings, applicant screening, interview coordination, employment offers, onboarding, and orientation. Partner with hiring managers to attract, hire, and retain qualified talent while reducing vacancy rates and improving recruitment efficiency.
- Employee Relations: Serve as the first point of contact for employee relations concerns by conducting intake, gathering information, and documenting issues. Partner with Corporate Human Resources on investigations, conflict resolution, and disciplinary actions, and support implementation of outcomes as directed.
- Performance Management: Support supervisors and managers with performance management processes, including documentation, probationary reviews, and performance improvement plans. Provide guidance on process and documentation standards, while partnering with Corporate HR on more complex performance matters.
- Benefits & Leave Administration: Coordinate employee benefits and statutory leave processes, including FMLA, ADA accommodations, Paid Family Leave, Workers’ Compensation, and disability benefits. Assist with documentation and communication, while partnering with Corporate Human Resources for review, approval, and compliance oversight.
- Compliance & Risk Management: Ensure compliance with federal, state, Department of Labor, Job Corps, and Grant Associates policies and regulations. Maintain audit-ready personnel records, support internal and external audits, monitor employment law updates, and implement best practices to minimize organizational risk.
- Human Resources Administration: Maintain accurate and confidential employee records, personnel files, HRIS data, employment documentation, and required compliance records. Process employment transactions, prepare HR reports, and ensure timely completion of all required Human Resources documentation.
- Training & Organizational Development: Coordinate and facilitate new employee orientation, mandatory compliance training, supervisory development, and other Human Resources training initiatives. Promote continuous learning by identifying development opportunities that strengthen leadership effectiveness and employee performance.
- Employee Engagement & Retention: Develop and support initiatives that promote employee engagement, recognition, morale, wellness, and retention. Collaborate with Center Leadership to identify trends affecting employee satisfaction and implement strategies that foster a positive, inclusive, and high-performing workplace culture.
- Data Analysis & Reporting: Collect, analyze, and report Human Resources metrics, including staffing levels, turnover, recruitment activity, leave utilization, employee demographics, and compliance data. Provide leadership with meaningful insights and recommendations to support strategic workforce planning and operational decision-making.
- Collaboration & Leadership Support: Build and maintain effective working relationships with Corporate Human Resources, Learning Program Director, Site Director, department supervisor/managers, employees, and external partners. Provide responsive, customer-focused Human Resources support while promoting consistency and collaboration between the Brooklyn and South Bronx Job Corps Centers.
- Travel & Operational Support: Maintain a regular presence at both the South Bronx and Brooklyn Job Corps Centers. Travel between locations as needed to support recruitment activities, employee relations matters, investigations, training, leadership meetings, audits, and other operational priorities, ensuring seamless Human Resources service delivery across both centers.
Qualifications:
- Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or a closely related field preferred.
- Minimum of five (5) years of progressive Human Resources experience.
- Experience supporting multiple work locations preferred.
- Experience conducting employee relations investigations.
- Knowledge of New York employment law.
- Strong understanding of FMLA, ADA, FLSA, EEO, OSHA, and leave administration.
- Experience with HRIS systems.
- Advanced Microsoft Office proficiency.
- Excellent written, verbal, and interpersonal communication skills.
- Exceptional organizational and time management abilities.
- Ability to manage multiple priorities in a fast-paced environment.
- Ability to maintain strict confidentiality.
Location: Bronx, NY Travel: Occasional local travel may be required to Brooklyn, NY. Compensation: $65,000 to $70,000 based on experience and qualifications.
