Description

If this sounds like you, then you might be the ideal candidate for the Federal Program Specialist position open in Protection and Advocacy (P&A) within the Kentucky Department of Public Advocacy.
The Protection and Advocacy Division is nationally recognized for protecting and promoting the rights of Kentuckians with disabilities.
Responsibilities include, but are not limited to, the following:
Monitor budgeted to actual expenses for all agency work units and fund types.
Prepare monthly, quarterly, and annual expenditure reports.
Analyze and reconcile monthly revenue transfers and prepare monthly reports.
Participate in the development and preparation of the agency biennial budget request.
Assist with the financial activity and reporting for federal grants and assure adherence to awarding agency's rules and regulations.
Process payments within eMars for goods and services and payments against contracts.
Research payments, communicate with vendors, and utilize eMars reporting tools.
Serve as the Agency's Fleet Management Coordinator.
Perform other duties as assigned.
Skills and abilities include, but are not limited to:
Experience in eMars
Excellent written and verbal communication skills
MS Word – Excel
Works well in a fast-paced environment
Kentucky Budgeting System (KBUD) experience preferred
Exceptional planning and organizational skills
Self-directed
Comfortable working with others

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of required experience.
Substitute EXPERIENCE for EDUCATION: Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work typically involves extensive contact with the public. Travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
