The Human Resources Professional will be the Recruitment Specialist for the Wichita Region of DCF and is responsible for supporting the Agency's talent acquisition efforts by providing professional human resources services throughout the hiring process. This position serves as a resource to managers, employees, and applicants, ensuring recruitment activities are conducted efficiently, accurately, and in compliance with agency policies and applicable laws. The ideal candidate is organized, detail-oriented, exercises sound judgment, and is committed to providing excellent customer service while maintaining confidentiality.
Essential Functions
Recruitment
- Coordinate and manage recruitment activities for agency vacancies.
- Draft and post job vacancy announcements and advertisements on internal and external job boards.
- Develop and recommend recruitment strategies to attract qualified and diverse candidates.
- Advise hiring managers, employees, and applicants on recruitment policies, hiring procedures, and the selection process.
- Screen applications to determine whether candidates meet minimum qualifications, preferred qualifications, and any special requirements.
- Process incoming employment applications and respond to applicant inquiries in a timely and professional manner.
- Coordinate applicant communications throughout the recruitment process, including interview scheduling and status notifications.
- Prepare, submit, and complete required security clearance documentation.
- Notify applicants of selection decisions and maintain recruitment records in accordance with agency policy.
- Retain interview documentation and recruitment files for each advertised vacancy.
- Coordinate and participate in career fairs and other recruitment outreach activities.
- Conduct new-hire onboarding and orientation activities.
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
- Excellent attention to detail and organizational skills.
- Demonstrated ability to prioritize work, manage multiple assignments, and meet deadlines.
- Ability to communicate effectively with employees, applicants, managers, and the public.
- Ability to read, interpret, and apply policies, procedures, and guidelines.
- Support agency staff retention initiatives as assigned.
Human Resources Program Support
- Assist with processing employee position descriptions.
- Assist with file maintenance and management.
- Support payroll operations.
- Perform other related duties as assigned.

Qualifications
Minimum Qualifications: *If a driver’s license is required for the position, candidates will be required to submit a copy to the recruiter following interviews* CoOne year of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Must have and maintain a valid driver's license.
Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
- Previous experience in human resources, with an emphasis on recruitment and hiring processes.
- Knowledge of human resources principles, employment practices, and application procedures.
- Strong written and verbal communication skills.
- Proficiency with Microsoft Office applications and experience using databases or applicant tracking systems.
Post-Offer, Pre-employment Requirements:
Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

Compensation:
$18.44/hour. Salary may be dependent upon the candidate’s qualifications and experience.
