Position Summary
The Assistant Manager is a working supervisor responsible for supporting the day-to-day operations of Eagle Star Housing's transitional and emergency housing program. This position serves as the Manager's designee during absences and plays a critical role in staff coverage, ensuring consistent program operations, staff supervision, resident safety, and high-quality service delivery.
The Assistant Manager provides direct supervision and coaching to Residential Living Specialists while maintaining an active caseload of residents requiring case management and housing stabilization services. This position requires someone who is organized, approachable, and capable of balancing leadership responsibilities with direct resident support in a fast-paced, 24/7 residential environment.
Essential ResponsibilitiesLeadership & Program Operations
- Assist the Shelter Manager with the daily operation of the shelter and ensure compliance with agency policies and regulatory requirements.
- Serve as acting Manager during planned and unplanned absences.
- Provide day-to-day leadership, guidance, and support to Residential Living Specialists across all shifts.
- Monitor program operations to ensure a safe, clean, respectful, and welcoming environment for residents and staff.
- Assist with staff scheduling, shift coverage, and operational problem-solving.
- Participate in hiring, onboarding, orientation, and performance coaching of Residential Living Specialists.
- Model professionalism, accountability, and excellent customer service.
- On-call duties.
Staff Supervision & Training
- Provide ongoing coaching, mentoring, and supervision to Residential Living Specialists.
- Train new employees on agency policies, documentation standards, crisis response, resident engagement, and daily shelter operations.
- Ensure staff understand and implement Housing First, trauma-informed care, motivational interviewing, and harm-reduction practices.
- Assist leadership with evaluating staff performance and identifying professional development opportunities.
Case Management
- Maintain a caseload of residents and provide individualized case management services.
- Complete comprehensive assessments and develop individualized service plans.
- Assist residents in obtaining identification, income, benefits, healthcare, employment, and permanent housing.
- Coordinate referrals with community partners including the VA, Department of Social Services, behavioral health providers, and housing agencies.
- Monitor resident progress and adjust service plans as needed.
- Maintain accurate and timely documentation in accordance with agency and funding requirements.
Resident Support
- Respond to resident concerns, behavioral issues, and crises using trauma-informed de-escalation techniques.
- Conduct resident meetings and assist with life skills programming.
- Support admissions, discharges, and room assignments.
- Ensure residents understand program expectations while maintaining dignity and respect.
Administrative Responsibilities
- Review documentation for accuracy and completeness.
- Assist with audits, reporting, and quality improvement initiatives.
- Complete incident reports and ensure appropriate follow-up.
- Maintain communication with internal departments and community partners.
Qualifications
Required
- Associate's degree in Human Services, Social Work, Psychology, Criminal Justice, or a related field (or equivalent combination of education and experience).
- Minimum of two years of supervisory or leadership experience, preferably in a residential, shelter, behavioral health, or human services setting.
- Experience providing case management or supportive services.
- Valid New York State driver's license with an acceptable driving record.
- Strong organizational, communication, and conflict-resolution skills.
Preferred
- Bachelor's degree in Human Services or a related field.
- Experience working with Veterans, individuals experiencing homelessness, serious mental illness, and/or substance use disorders.
- Knowledge of Housing First, trauma-informed care, motivational interviewing, and harm reduction.
- Experience with HMIS or electronic case management systems.
