The New Mexico Department of Transportation (NMDOT) is committed to providing a safe, efficient, accessible, and environmentally responsible transportation network for New Mexico's residents and visitors. The Transit and Rail Division administers state and federal transit programs that support public transportation and passenger rail services statewide. Working with regional transit providers, local governments, and federal partners, the division provides funding, oversight, and technical assistance to enhance mobility, ensure regulatory compliance, and improve transportation access for communities across New Mexico.
As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
This position exists to manage and oversee the Federal Transit Administration (FTA) Section 5310 and 5311 programs by ensuring compliance with federal and state requirements, administering grant funding, supervising staff, and providing oversight of statewide rural transit operations. The position is essential to maintaining federal funding, supporting subrecipients, and ensuring the safe and effective delivery of public transportation services throughout New Mexico.
How does it get done?
The primary responsibilities of this position will include:
- Provide leadership and supervision of the Rural Transit Section staff;
- Administer and oversee FTA Section 5310, 5311, and 5339 grant programs;
- Ensure compliance with federal and state regulations;
- Manage grant applications, contracts, budgets, and the State Management Plan;
- Oversee procurement of transit vehicles and capital assets;
- Administer the FTA Drug and Alcohol Testing Program;
- Coordinate training, technical assistance, and electronic grants management systems;
- Maintain effective partnerships with transit providers, local governments, tribal entities, and federal agencies.

Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and four (4) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting with extensive use of a computer, phone, and Visual Display Terminal (VDT). The position requires occasional statewide travel to conduct site visits, attend meetings and training, monitor subrecipient compliance, and support transit providers. Periodic lifting of files, records, and training materials may be required. Occasional statewide travel, including overnight travel, is required.
