Property Manager - Affordable Housing (PBRA)

Summary/Objective: The Property Manager is responsible for overseeing the daily operations, occupancy, compliance, and resident services for a 119-unit affordable housing community in Brooklyn, NY. This is a strong opportunity for an affordable housing professional with hands-on Project-Based Rental Assistance (PBRA) compliance and recertification experience who is ready to take the next step into property management. Candidates may come from a Property Manager, Assistant Property Manager, Occupancy Specialist, Compliance Specialist, or Recertification Specialist background. The ideal candidate is well-versed in affordable housing compliance and resident recertifications and is looking to grow into or continue a Property Manager career. The Property Manager will work closely with onsite maintenance staff and regional leadership to maintain HUD compliance, complete resident recertifications, support resident retention, oversee financial and administrative functions, and ensure efficient day-to-day operations of the community.

Essential function/Responsibilities: duties include but are not limited to the following:
- Oversee the daily operations of a 119-unit affordable housing community.
- Administer Project-Based Rental Assistance (PBRA) requirements and maintain compliance with HUD and other applicable regulatory programs.
- Complete and manage annual and interim resident recertifications, including income verification, rent calculations, EIV review, and required documentation.
- Maintain accurate resident files, occupancy records, and compliance documentation.
- Prepare for and support audits, file reviews, agency inspections, and compliance reviews.
- Ensure compliance with federal, state, and local housing regulations, including Fair Housing and landlord-tenant requirements.
- Address resident concerns, complaints, lease violations, and occupancy matters in a professional and timely manner.
- Coordinate move-ins, move-outs, transfers, inspections, and security deposit dispositions.
- Process delinquent rents, lease violations, and eviction-related matters in accordance with applicable regulations and company policies.
- Prepare and submit monthly operational, occupancy, compliance, and financial reports.
- Review expenses, process invoices, monitor property performance, and assist with annual budget preparation.
- Ensure month-end procedures and reporting deadlines are completed accurately and on time.
- Supervise, coach, and support onsite staff, including maintenance personnel.
- Participate in employee training, performance management, and disciplinary processes in partnership with regional leadership.
- Conduct regular property inspections and coordinate with maintenance staff regarding work orders, preventative maintenance, unit turns, and property upkeep.
- Assist with vendor management, contract administration, and obtaining project bids as needed.
- Maintain payroll records and other required administrative documentation.
- Report property, resident, personnel, safety, or liability concerns to regional leadership as appropriate.
- Promote a safe, professional, compliant, and resident-focused environment at all times.
- Perform other duties as assigned.
Requirements
- Bachelor's degree preferred.
- Minimum 2 years of affordable housing property management, assistant property management, occupancy, compliance, or recertification experience.
- Hands-on experience with Project-Based Rental Assistance (PBRA) programs required.
- Hands-on experience completing annual and interim HUD recertifications required.
- Hands-on experience with household income and rent calculations and EIV required.
- Yardi experience required.
- Strong understanding of HUD compliance, resident file management, occupancy requirements, and affordable housing regulations.
- Strong written and verbal communication skills.
- Strong organizational skills and attention to detail.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
- Proficiency in Microsoft Office Suite, including Outlook, Word, and Excel.
- Prior supervisory or team leadership experience preferred.
- Experience preparing for audits, reviews, and inspections preferred.
- Affordable housing certification, such as Certified Occupancy Specialist (COS), preferred.
- Bilingual English/Spanish skills are a plus.
Salary Range: $65,000 - $70,000 annually
