Incumbents in this position are responsible for performing lead worker duties for unskilled and semi-skilled manual tasks in repair, construction, and maintenance for the City of St. Louis operating departments. Duties include setting up and operating a wide variety of vehicles, tools and equipment as well as training, monitoring and reporting on co-worker performance. Position may require availability to work varying shifts including nights, weekends, holidays, and overtime.
Essential Functions and Responsibilities:
- Operates as lead person in a work crew.
- Schedules, distributes/balances and guides the work assignments of co-workers.
- Monitors and reports on co-worker work performance.
- Trains co-workers to improve and maintain the performance levels of these employees.
- Responsible for production of various paperwork and reporting such as time-cards, trip tickets.
- Responds to snow/flood/emergency calls.
- May operate stock truck, snowplow, salt spreader, shovel, leaf VAC, and hand tools, forklift, front loader, welder’s torch, etc.
- May maintain streets and alleys; removes obstructions and smooths asphalt - may operate tools and equipment associated with street construction and maintenance such as shovels, hand-tools, tampers, rakes, jack-hammer, etc.
- May perform leaf pickup duties or cut grass as needed using various equipment associated.
- May drive routes in a dump truck as needed. May repair, paint, and assemble dumpsters. May pick up bulk items.
- Performs other duties as assigned.

- Data Utilization: Requires the ability to compile, assemble, copy, record and/or transcribe data and information according to a prescribed scheme or plan.
- Human Interaction: Requires the ability to persuade, convince, influence, train and monitor co-workers, in favor of a desired outcome. Requires the ability to act as a lead person.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as heavy trucks and equipment, hand tools, and/or related materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference data and information such as billings, letters, production orders, operating instructions, schedules and records.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.
- Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral or diagram form. Involves semi-routine standardized work, with some latitude for independent judgment regarding choices of action.

- Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
- Physical Requirements: Tasks require the ability to regularly perform moderately physically demanding work, typically involving lifting, pushing, and pulling moderately heavy objects and materials, fifty (50) to one hundred (100) pounds. Tasks require the ability to stoop, kneel, crouch, crawl, bend, and climb in order to perform daily maintenance duties.
- Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes, sounds, tastes, odors and textures associated with job-related objects, materials and tasks.
Qualifications
Must be at least 18 years of age at the time of filing application; plus, one year of recent experience as a Utility Worker or equivalent position.
Preferences: Commercial Driver's License (CDL Class B with Airbrake Endorsement or CDL Class A).
License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of the required valid driver’s license will be considered for this position.
Some positions require a Commercial Driver's License (CDL Class B with Airbrake Endorsement or CDL Class A) at time of hire.

Veterans Preference Points

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
