Senior Hazards/Hazardous Materials Analyst

Job Information: Aspen Environmental Group is seeking an experienced and motivated senior technical analyst in hazards and hazardous materials to support our growing environmental practice in our four major offices in Southern California, Bay Area, and Sacramento.

Required Education and Experience
- Minimum of 15 years of professional experience as a hazards/hazardous materials analyst with proven and strong analytical and writing skills, and a good working knowledge of both California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), and federal and State of California hazardous materials regulations.
- Experience conducting hazards and hazardous materials analyses using as required by CEQA for EIRs and IS/MNDs.
- Experience in reviewing highly technical Phase 1 and Phase 2 site assessments and other technical studies to help formulate and write CEQA analyses.
- Requires a minimum of a bachelor’s degree in chemical or civil engineering, environmental science, planning, or related field; a Master's degree is preferred.
- Extremely strong writing and communication skills, as the bulk of the work is focused on analytical report writing for technical studies and CEQA or NEPA documents.
Key Responsibilities
- Preparing hazards and hazardous materials studies and analyzing data to assess environmental impacts.
- Conduct desktop research and field work (as necessary) to complete technical studies.
- Collaborating with planners and environmental specialists to develop effective mitigation measures.
- Preparing and reviewing technical studies to support CEQA and NEPA compliance.
- Providing expert advice on hazard-related (including risk of upset) aspects of projects to ensure legal and environmental compliance.
- Keeping up to date with changing regulations and industry best practices.
- Effectively manage writing tasks and/or projects and interact/collaborate with teams of staff.
- Ensure high-quality standards for all project deliverables.
Qualifications for Success:
- Ability to work independently and demonstrate a high level of competence and experience in writing, working with teams, clients, subcontractors, and regulatory personnel.
- Exceptionally detail-oriented with attention to quality.
- Exceptional written and verbal communication skills, including the ability to produce high-quality written work product and verbal presentations.
- Strong working knowledge and demonstrated work experience in California with both CEQA and NEPA compliance and permitting for:
o Urban, suburban, and rural land development projects;
o Energy projects;
o Water projects;
o Federal and local agency land use plan amendments;
o Projects with utilities, municipalities, cities, and/or counties.
- Willingness to take pride in ownership of work products.
- Client-focused, responsive to client needs, and solution oriented.
- Proficient (i.e., strong working knowledge) in Microsoft Office Suite, especially in Word and Excel. Ideal candidate would also be familiar with ArcGIS.
