The Maryland Department of Agriculture is a department under Maryland's Executive Branch. Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. The main purpose of this position is to assist the Director of Budget & Capital Grants(Fiscal Administrator IV) by overseeing or coordinating agency operations within the MDA Fiscal Services Section. This position is responsible for planning, organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency including coordinating, reviewing, reconciling, administering, and managing all phases of intricate and complex fiscal services activities for Budgeting, Federal Funds, Payroll, Accounts Payable, Accounts Receivable, Accounting Adjustments, Cash Receipts (and Deposits), General Ledger & Revenue Reconciliations, Corporate Purchase Card and Auditing. During periods of emergencies (e.g., Highly Pathogenic Avian Influenza) this position is responsible for ensuring all Fiscal Services Section functions are processed in a timely and accurate manner.
Duties include but are not limited to the following:
- Oversee the daily operations of the Fiscal Services Branch, including budget monitoring, federal funds management, payroll, accounts payable and receivable, accounting adjustments, cash receipts, general ledger and revenue reconciliations, corporate purchasing card administration, and auditing activities.
- Supervise professional and paraprofessional fiscal staff by assigning work, establishing priorities, monitoring workflow, evaluating performance, and ensuring compliance with departmental policies and fiscal regulations.
- Develop, implement, and oversee fiscal policies, procedures, and internal controls to ensure efficient operations and compliance with State and federal requirements.
- Manage federal grants, capital projects, and other funding sources by monitoring expenditures, maintaining financial records, preparing reimbursement requests, and ensuring proper distribution and allocation of funds.
- Serve as the agency's subject matter expert for the Financial Management Information System (FMIS), MDA budget systems, Web Focus, and other financial software used to monitor expenditures, revenues, appropriations, and financial reporting.
- Assist with the development and administration of the agency's operating and capital budgets, including budget preparation, expenditure forecasting, year-end closeout activities, and financial analysis.
- Prepare and review financial reports, reconcile financial records, identify and resolve discrepancies, and provide fiscal guidance to agency leadership and program managers.
- Coordinate audit activities by maintaining financial documentation, supporting audit requests, and ensuring compliance with applicable State and federal laws, regulations, and accounting standards.
- Represent the Fiscal Services Branch at internal meetings and with external agencies, providing fiscal expertise and guidance on financial management matters.
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- A minimum of one-year Experience supervising professional and/or paraprofessional fiscal or accounting staff, including assigning and reviewing work, establishing priorities, managing workflow, evaluating performance, and providing technical guidance.
- Two Years experience managing complex governmental fiscal operations, including two or more of the following areas: budgeting, federal funds management, accounts payable, accounts receivable, payroll, general ledger accounting, financial reconciliations, cash receipts, auditing, or year-end fiscal closeout.
- Two Years experience with State of Maryland financial systems and processes, including the Financial Management Information System (FMIS), State budget systems, WebFOCUS, or comparable governmental financial management and reporting systems.
- Two Years experience managing the fiscal administration of federal grants, capital grants, or other complex governmental funding sources, including expenditure monitoring, financial reporting, reimbursement requests, reconciliations, compliance, and audit support.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Employee will be designated as an Emergency Essential Employee.
