General Statement of Job
Responsible for building trust-based collaborative relationships with the community to mitigate aviation noise complaints and promote flying behavior which least impacts the local community. Assists in the daily operations of the airport and responsible for extensive public relations and communications with community, pilots, federal, state, and other local governmental agencies, other departments, consultants, businesses, tenants, facilities users, and stakeholders. Monitors flight activity; studies, analyzes, evaluates data and information; and develops recommendations for continual improvement of noise control, and airport administration and operations.
City Expectations:
Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.

Specific Duties and Responsibilities
Essential Functions:

Meets and confers with community groups and individual citizens, pilots, airport personnel, FAA officials, and other governmental organizations in order to educate the public of aircraft activities and investigate, analyze, and mitigate noise concerns and reduce complaints; prepares written communication on program-wide changes.

Promotes responsible flying and the “Fly Friendly” program. Gathers, responds to, and follows up with input regarding noise concerns and/or reports flight violations to the FAA.

Assists in fostering relationships with all stakeholders, including but not limited to citizens, tenants, and airport users; local, state, and federal officials; and other City employees.

Makes presentations to community groups regarding noise-related issues and concerns; provides detailed briefings to citizens and pilots regarding noise events and the voluntary “Fly Friendly” program.

Provides community tours and escorts of the airport's operating areas.

Monitors, maintains, and updates the airport’s website, social media, newsletter, and other media platforms for community outreach.

May be required to transport, set up and monitor noise monitoring microphone equipment at various outdoor sites.

Conducts appropriate cost/benefit analyses regarding alternative approaches to noise abatement issues.

Serves as a liaison to municipal, state, and federal agencies, other airports, mobile home park, and outside consulting firms engaged by the City as needed.

Prepares a variety of written correspondence including special studies, memoranda, reports, and systems analysis.

Performs related work as required and other duties as assigned.

Fills role as airport senior leader when assigned by the Airport Director.
Responsibilities:
Responsible for the accuracy of all functions and programs; the effectiveness of administrative interpretations and decisions; and maintaining good public relations for the department. Responsible in work to the Airport Director.

Working Conditions:
Work is performed primarily in an office environment with some travel to various meeting sites.
