This position serves as a recognized departmental expert in fiscal and budgetary analysis for the Office of the Inspector General (OIG) in the Department of Human Services (DHS), providing advanced professional financial management services across eight OIG divisions. The incumbent plans, develop and execute division-level expense and revenue budget oversight, forecasting, financial reporting, compliance monitoring and internal controls functions. This position informs OIG executive leadership and the OIG Enterprise Operations Manager on financial matters necessary for decision-making, long-range planning and the effective delivery of OIG's mission to protect the integrity of the Department of Human Services programs and services.
Responsibilities include, but not limited to will:
Divisional Expense Budget Management and Oversight - Monitor, analyze and forecast divisional expense budgets to ensure financial accountability, transparency and alignment with OIG's operational priorities.
Divisional Revenue Budget Management and Oversight - Monitor, analyze and forecast divisional revenue budgets to ensure financial accountability, transparency and alignment with OIG's operational priorities.
Financial Reporting and Forecasting - Develop, implement and maintain reporting and forecasting capabilities that support OIG's financial planning functions and the decision-making needs of OIG leadership.
Internal Controls, Audit and Compliance Oversight - Provide oversight for financial errors, threshold breaches, audit findings and compliance risks to strengthen OIG's internal control environment and ensure adherence to applicable financial regulations and policies.
Technical and Analytical Consultation - Provide expert technical and analytical guidance to the OIG Enterprise Operations Manager and OIG division managers to support effective program planning, financial decision-making and operational efficiency.

Three (3) years of advisory, consultancy, strategic insight, and/or management within areas of financial operations, compliance, procurement and/or contracts management.
Experience must clearly demonstrate:
- State financial IT systems, general ledger structures and revenue/expense coding conventions used in Minnesota state government, including OIG revenue systems such as ELMS, NET Study, Salesforce and SWIFT.

Internal control frameworks, audit processes and compliance standards applicable to state agency financial operations.

Financial reporting, including the development and maintenance of standardized reports, dashboards and ad hoc analyses across multiple program areas and revenue systems.

Proficiency in financial IT systems, database management and spreadsheet applications sufficient to accurately enter, maintain, analyze and present financial data across multiple platforms.

County financial administration and/or intergovernmental fiscal relationships, particularly as they relate to billing, collections and revenue sharing under state statutes.
- Bachelor’s degree or higher in finance, accounting, business, or another related fields can substitute for one (1) year of required work experience.
- Master’s degree or higher in finance, accounting, business, or another related fields can substitute for two (2) years of required work experience.

OIG policies, procedures and protocols, including applicable requirements governing the management of confidential and private information.

DHS licensing functions and the role of the OIG in investigating fraud, waste and abuse within human services programs.
-
Advanced financial analysis, budget modeling and forecasting to interpret complex financial data, identify trends and inform executive-level decision-making.
-
Government financial regulations, fiscal analysis and financial reporting, including MMB financial policies and procedures and MMB Departmental Earnings and Banking Services requirements.

Working understanding of Minnesota Statutes, Session Laws and Rules pertaining to state budgeting, financial management and internal controls, including M.S. 16A.1285, subd. 2 governing Departmental Earnings cost recovery requirements.

Working knowledge of computers and data entry into databases sufficient to learn and adapt to new technologies used to complete assigned duties.

Data research skills sufficient to identify best practices, irregularities, and track and present program results.

Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

Variety of experiences working effectively with others from different backgrounds and cultures.
