Qualifications
Education and Experience: Master's degree in Rehabilitation Counseling and five years full-time professional experience in a combination of professional VR and/or social services work. At least three years of this experience must have been as a supervisor within the VR program or in creating or interpreting policy for the VR program.
Substitution of Education for Experience: Additional doctoral course work credit in any social and/or behavioral science may substitute for the required experience on a month-for-month basis, to a maximum of two years.
OR
Master's degree or completion of a doctoral program in a related field of study with course content that emphasizes rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development. Within 90 days of hire must enroll, at their own expense, in an approved educational plan that will result in the completion of the following courses: Professional Orientation & Ethics in Rehabilitation Counseling, Medical & Psychosocial Aspects of Disabilities, Theories & Techniques of Counseling within thirty-six months from the date of hire. There being no substitution for the specialized experience.

Complete a criminal history disclosure form in a manner approved by the appointing authority;

Agree to release all records involving their criminal history to the appointing authority;

Supply a fingerprint sample prescribed by the TBI based criminal history records check;

Submit to a review of their status on the Department of Health's vulnerable persons registry.

Produce a transcript at the time of application, which verifies their degree and courses completed.
Overview
An employee in this class is responsible for the leadership, guidance, and direction for Vocational Rehabilitation (VR) field operations, functions, and activities in a specified region of the state. This classification differs from VR Field Supervisor in that the latter supervises staff providing professional VR counseling services work. This class differs from the DHS Program Director 2 in that an incumbent of the latter supervises employees within this classification.
Responsibilities

Manages the daily operations of VR services for a specified, multi-county regional coverage area. Ensures departmental and customer service goals are achieved through planning, implementing, evaluating, and continuously improving the VR program.

Provides day-to-day oversight of VR team including staffing, coaching, performance management, professional development, and identification of training opportunities for staff. Ensures all VR offices have daily coverage to meet the needs of customers and the public.

Establishes, maintains, and strengthens relationships while representing the Department to advocacy organizations, the disability community, State agency partners, community partners, employers, and other internal and external stakeholders. Serves as the VR Representative on local boards, committees, and councils. Coordinates, leads, and participates in unit, regional, and statewide management meetings.

Mentors, guides, and trains supervisors and other staff to stay current with evidence-based practices in the field. Conducts regular reviews of work performed, documented, and recorded to assure accuracy, timeliness, efficiency, and quality. Prepares for audits and addresses any findings.

Evaluates and oversees the organization and structure of the assigned region to meet the employment needs of individuals with disabilities and community partners. Ensures compliance with the requirements of the Workforce Innovation and Opportunities Act.

Maintains accountability for outcomes produced by VR support areas and is responsible for creating an environment conducive to extensive collaboration and synergy. Collaborates with other regional leaders to support and enhance VR's success and promotes consistency in outcomes across the state.
- Ensures fiscal responsibility and remains aware of fiscal requirements and implications statewide to ensure compliance with VR policies and procedures.

Evaluates and shares results of VR program's impact, effectiveness, and initiatives with VR leadership and community stakeholders. Provides recommendations for improving the VR program and identifies and recommends policy and procedural improvements.
