Job Description
Chief James Smith Correctional Center (Lawton RRCC)
Positions in this job f amily are assigned responsibilities f or planning, coordinating, and directing overall activities related to the construction, renovation, maintenance, and repair o f state-owned or state leased buildings, f acilities, grounds, and equipment. In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists and/or others or may oversee contracted crews, workers, and other individuals hired that per f orm work on both new construction/renovation and the upkeep o f existing state properties. In addition to the assigned administrator responsibilities, incumbents may per f orm work related to the required construction/renovation and/or upkeep o f the assigned area.
Conducts inspections o f buildings, premises, and equipment; determines requirements f or maintenance, construction, or renovation projects; makes estimates o f costs f or labor and materials; inspects work in progress and upon completion f or code compliance.
Manages supervisory or contracted sta f f ; develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules, and regulations; prepares routine and special reports.
At this level employees are assigned administrator responsibilities involving general maintenance work and the completion o f various activities related to heating and air conditioning, plumbing repairs, electrical work, general repair and upkeep, custodial services and similar requirements o f multiple buildings and/or in an agency’s de f ined geographical area. The work required may be achieved by incumbent pre f orming the work or through contracted employees.
Knowledge, Ski lls, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge o f the building trades; state contracting and purchasing laws and rules, o f the construction, maintenance, and repair o f buildings, grounds, or utility systems, such as heating or steam generating, re f rigeration, sewage, water treatment or electrical power generating and distribution; and o f building codes.
Ability is required to analyze maintenance needs; to set priorities f or crews o f workers; to communicate e f f ectively, both orally and in writing; and to establish and maintain e f f ective working relationships with others.
Education and Experience requirements at this level consist o f f ive years o f experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair o f buildings, grounds and utilities, including two years o f supervising contractors in one o f the f ields listed above; or an equivalent combination o f education and experience, substituting one year o f college or technical school training in the building or construction trades f or each year o f the required non-supervisory experience.
Applicants must be willing and able to per f orm all job-related travel normally associated with the position.
Some positions may require possession o f a valid Oklahoma driver’s license.
